PROGRAM LEAD CARE TURKIYE EARTHQUAKE RESPONSE

Position Overview:
The Program Lead will play a pivotal role in ensuring the successful implementation of CARE Turkey’s earthquake response program in Hatay. This position requires a seasoned humanitarian professional with extensive experience in managing multi-sectoral programs. The Program Lead will work closely with the Area Manager in Hatay and project managers to ensure the program's objectives are met with the highest quality, within set timelines, and in full compliance with donor requirements.
RESPONSIBILITIES:
Project Implementation Oversight
- Support Project Managers in timely, high-quality execution of all earthquake response projects.
- Ensure risk mitigation and necessary Standard Operating Procedures (So Ps) are in place.
- Collaborate with the Program Quality team and technical leads to secure adequate support from the Country Office.
- Ensure sectoral implementation plans are established and monitored.
- Identify and report project bottlenecks to senior management for timely resolution.
- Conduct regular field visits to ensure quality and alignment with strategic goals.
- Co-lead weekly program meetings in Hatay, ensuring effective follow-up on action points.
- Facilitate coordination across CARE units and foster teamwork in Hatay.
- Lead donor reporting and ensure compliance with donor and organizational regulations.
- Monitor program and financial targets to meet commitments to affected communities.
- Support monthly financial reviews and ensure timely escalation for necessary adjustments.
- Strengthen grant management processes and improve communication with procurement.
- Ensure Indicator Tracking Tables (ITTs) are in place and regularly updated.
- Develop dashboards for comprehensive program visibility and ensure regular monitoring.
- Supervise the Area Office Manager (Hatay) and Project Managers.
- Ensure clear roles, responsibilities, and work plans for direct reports.
- Foster a supportive work environment and adherence to CARE's Core Values.
- Provide coaching and mentoring to staff, ensuring adequate support from the Country Office.
- Bachelor’s degree in Social Science, Public Administration, Business Administration, Development Studies, or a related field.
- 5-7 years of experience in humanitarian project management, preferably in post-disaster contexts.
- Proven experience managing multi-sectoral programs, including at least three of the following: Protection, WASH, Shelter, Livelihoods, Emergency Response, or Cash Programming.
- Strong experience in donor communication, reporting, and managing large and complex program budgets.
- Demonstrated ability to lead and manage emergency response teams of 30+ staff members.
- Advanced proficiency in English, with excellent written and verbal communication skills.
- Strong coordination and facilitation skills, with a demonstrated ability to manage effective trainings, workshops, and meetings.
- Ability to work flexibly and adapt to challenging and dynamic working environments.
- Strong team player with the ability to build and maintain effective working relationships within a diverse and distributed team.
