Senior Program Officer in Social Development

Overview of the Role:
PATH is seeking a dedicated and proactive Program Officer to lead the implementation of mental health initiatives at the hromada level as part of the Support TB Control Efforts in Ukraine (STBCEU) project, funded by USAID. This is a critical role focused on enhancing access to psychosocial support and addressing mental health challenges such as perinatal depression, ultimately contributing to a comprehensive reduction of the TB epidemic in Ukraine. This position is funded through October 15, 2025, with the possibility of extension based on funding availability.
Project Goals:
The STBCEU project aims to diminish the TB epidemic in Ukraine through early detection, effective care, and prevention for individuals affected by tuberculosis, drug-resistant TB, and TB/HIV co-infection. The project operates at the primary healthcare level and within TB facilities across all regions of Ukraine, collaborating closely with training centers in Lviv, Dnipro, and Kyiv at the National TB Institute.
Key Responsibilities:

Collaborate in the strategic development of social initiatives at the hromada level to prevent perinatal depression and other mental health challenges.

Facilitate project activities focused on expanding access to psychosocial support for pregnant women, young mothers, and other vulnerable populations.

Design and implement programs that provide education and psychosocial support tailored for pregnant women, young mothers, and individuals seeking mental health assistance.

Establish sustainable approaches to improve access to social development programs within hromada regions.

Create strategies to enhance communication about mental health self-help and support among the general population, including healthcare providers lacking mental health specialization.

Strengthen coordination between government entities and partners to optimize planning and resource allocation for social development initiatives.

Contribute to project evaluation processes, ensuring thorough documentation and reporting.

Develop targeted communication strategies focused on social development for diverse populations, including veterans of the Russian-Ukrainian war.
Qualifications and Skills:

Degree in medicine, psychology, or a related field.

Experience in international development organizations and programs.

Fluency in Ukrainian (written and verbal) and professional proficiency in English.

Strong organizational and time management skills.
-
Ability to collaborate effectively with diverse teams and stakeholders.

Proven ability to excel in multi-site, team-oriented environments.

Proficient in Microsoft Office and other relevant software applications.
-
Exceptional written and oral communication skills in both Ukrainian and English.

Willingness to travel up to 50% of the time.
