The project "Financing Energy for Low-carbon Investment – Cities Advisory Facility - Eastern Partnership and Central Asia Program (FELICITY II)" focuses on providing technical assistance to project promoters in Ukraine's water and wastewater sector. The aim is to support the development of low-carbon, climate-resilient infrastructure, improve water security, reduce environmental pollution, and lower greenhouse gas emissions. FELICITY II helps local utilities and municipalities prepare bankable projects, access international climate finance, and align with European Investment Bank (EIB) standards to achieve sustainable urban infrastructure development.

Job description

Tasks of key expert 1:

• Assume overall responsibility for the advisory packages of the Contractor incl. coordination with the GIZ team and project partners.
• Ensure the coherence and complementarity of the Contractor’s services with other services delivered by the project.
• Assume management function for the team of experts, including planning and steering of the assignment of short-term experts and quality control of deliverables, planning and managing the assignments.
• Ensure that monitoring procedures are carried out.
• Support project promoters in establishing management processes and structures in the project implementation units.
• Structure relevant capacity building on management of infrastructure investment projects based on IFI’s requirements.
• Ensure alignment of processes and project documentation with EIB’s lending requirements.
• Steer the analysis of available technical documentation of project promoters, considering low-carbon, ecosystem-sensitive, and climate-resilient aspects in water supply and wastewater projects.
• Assume quality control of all advisory activities under this assignment, incl. validation of advisory services in terms of technical quality, international best practices, maximization of the projects’ emission impact, and sustainability.
• Coordinate the development of sound project documentation (i.e., technical design documents, feasibility studies, etc.) in line with EIB standards.
• Develop mitigation strategies for the main risks and ensure the integration of investment projects into sustainable urban development planning.
• Facilitate the preparation of a training plan for staff of project promoters.
• Regular reporting in accordance with deadlines.

Qualifications

• Education/training: Master’s degree (MSc) in water engineering and/or MSc in environmental engineering/management or MSc in urban planning.
• Language: Knowledge of English, C1-level according to Common European Framework of Reference for Languages. Knowledge of Ukrainian, A2-level according to Common European Framework of Reference for Languages.
• General professional experience: 10 years of professional experience in urban infrastructure planning, including 3 years in preparation of feasibility studies for water and wastewater infrastructure projects for international development banks.
• Specific professional experience: 3 years of professional experience with public authorities, of which 2 years in capacity building for public utilities.
• Leadership/management experience: 5 years of project management experience with disciplinary leadership responsibility for 10 persons.
• International professional experience outside the country/region of assignment: 6 years of professional experience in the EU member states.
• Professional experience in the country/region of assignment: 3 years of professional experience in Eastern Europe (in accordance with UN DESA Statistics Division).
• Experience in the field of development cooperation: 3 years of experience in development cooperation projects.
