Job summary
An interesting and challenging opportunity to work within the Ministry of Defence (Mo D) to help develop Modelling and Simulation (M&S) capabilities in support of Defence's requirements
The Cap C4ISTAR (Capability - Command, Control, Communications, Computers. Information/Intelligence, Surveillance, Targeting Acquisition and Reconnaissance) Branch is a joint organisation comprising of circa one hundred Mo D Military and Civil Servants based predominately at UK Strategic Command and fulfills the role of Capability Sponsor through Capability Planning Groups (CPG).
Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities. Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions.
This post is advertised at 37 hours per week.
Job description
Responsibilities include:
  • Day to day responsibility for coordinating the designated M&S programme/project plans.
  • Chair designated programmes/projects Capability Working Groups for developing requirements and report risks and issues.
  • Work with customers, delivery teams and Service Commands to ensure best prioritisation of current M&S resources and tracking the progress of designated programmes/projects.
  • Monitor the financial expenditure of designated programmes/projects contracts.
  • Engage with Innovation, Science & Technology areas within the MOD, Industry, Academia and Allies to identify and investigate the development of M&S enablers using emerging technologies.
  • Engage with M&S desk officers in Service Commands (including Technical Authorities) to support capability and technical coherence between the different M&S capabilities across the MOD.
  • Support the development of coherent and affordable capability strategy and plans for the management of M&S capabilities.
  • Where required, represent UKStrat Com Cap C4ISTAR as a member of the M&S Capability Planning Group at external engagement opportunities.
  • Represent the UK as a technical member of the NATO Modelling & Simulation Group (NMSG), to inform the development of NATO M&S.

Person specification
The post holder will have excellent communication and change-management skills. They will be proactive, enthusiastic, happy working as part of a close-knit team as well as comfortable working at pace.
A drive to improve process and foster healthy relationships between stakeholders is essential. They will also be passionate about Modelling and Simulation use across the Defence Enterprise, including a keen interest in emerging technologies such as AI, Quantum Computing and Digital Twins.
Previous experience of programme/project management/capability planning and/or experience of modelling and simulation technologies is desirable, but not essential.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
‘London locations may attract locational allowances. The ‘Inner London Weighting RRA Allowance’ is £3,250 per annum and the ‘Outer London Weighting RRA Allowance’ is £1,750 per annum.
