Job summary
Navy Command Headquarters (NCHQ) is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy.

The Submarine Directorate in Navy Command is responsible for all submarine in service capability and availability, including oversight of the Submarine Flotilla and Clyde Naval Base.
The Clyde Capital Programmes comprise new build facilities and refurbishments to support current and future operations on His Majesty’s Naval Base (HMNB) Clyde. This includes Government Major Programmes & Projects. This is an exciting time to join the team, the delivery environment is both challenging and rewarding.
We are seeking a motivated and energetic Programme Controls Manager to lead a team of controls, planning, risk, reporting, cost, and change professionals to support the delivery of Clyde Capital Programmes. The candidate will be responsible for establishing a robust control environment, ensuring alignment across programme controls tools, techniques, and processes. As lead of the programme controls team, they will drive collaboration, oversee programme performance reporting, and provide actionable insights to support the senior leadership team with proactive decision-making.
The candidate will play a key role in maintaining compliance with relevant standards ensuring that all processes are documented, auditable, and meet requirements. They will also establish and maintain a central programme management hub, promoting transparency and continuous improvement across the programme.
This role is ideal for a dynamic leader who is committed to fostering a high-performing team and enhancing delivery efficiency in a complex, fast-paced environment.
This position is advertised at 37 hours per week.
Job description
  • Lead a Programme Controls Team: Provide leadership and line management for a team of controls, planning, risk, reporting, cost, and change professionals, fostering a collaborative and high-performing team culture.
  • Establish Programme Control Environment: Develop and implement an integrated control environment across Clyde Capital Programmes, ensuring consistency and alignment with programme objectives and best practices.
  • Ensure Tools and Process Integration: Oversee the deployment of an integrated set of programme controls tools, techniques, and processes to ensuring alignment to relevant standards, policies, and governance frameworks.
  • Performance Reporting: Prepare and deliver regular programme performance reports, offering insights into trends, identifying potential issues, and highlighting areas that require intervention.
  • Develop Programme Management Hub: Establish and maintain a centralised programme management hub, providing a single source of truth for Programme information, enhancing transparency and decision-making.
  • Continuous Improvement: Drive continuous improvement by recommending enhancements to methodologies, tools, and processes. Champion a learning from experience culture to support the continuous improvement of Programme Controls for Clyde Capital Programmes.
  • Guidance and support: Advise Stakeholders and coach practitioners on implementing measures to control a Programme as a subject matter expert.
  • Stakeholder Communication: Act as a central point for Programme Controls information, ensuring alignment and effective communication with stakeholders at all levels, supporting informed and timely decision-making.
  • Documentation and Audit Compliance: Ensure that all programme processes are fully documented, auditable, and compliant with regulations, supporting transparency and effective governance.
  • Support to Delivery: Provide support to delivery programmes / projects as required to resolve emergent delivery issues.
  • Ad-Hoc Support: Provide ad-hoc support and deputise for the Head of Clyde Capital Programmes, Programme Management Office as required.
Person specification
Essential Experience
  • Proven experience leading project or programme controls teams, with responsibility for managing planning, risk, reporting, cost, and change.
  • Excellent understanding of programme controls processes, including scheduling, risk management, cost control, and performance reporting.
  • Demonstrated experience in owning, implementing, and optimising tools and processes for project or programme controls.
  • Strong track record of producing clear, insightful performance reports and providing recommendations based on delivery data.
Desirable Experience
  • Experience leading programme controls teams for major infrastructure programmes or similarly complex environments.
  • Proven ability to establish and maintain a comprehensive programme controls environment, including governance and change processes.
  • Background in working within a highly regulated industry, ensuring compliance with governance standards and regulatory requirements.
  • Familiarity with continuous improvement practices in programme controls, including enhancing methodologies, tools, and techniques for optimal delivery.

The post does not offer relocation expenses.

External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
