Job summary
HM Naval Base Devonport and the wider Devonport site has evolved into one of the largest bases of its kind in Western Europe and is today a key Defence asset and main operating and support base for the Royal Navy. The unique opportunities offered are varied, challenging and exciting in supporting the Royal Navy to generate and operate forces across the globe.
The wider Devonport site consists of HM Naval Base Devonport (MOD owned) and Devonport Royal Dockyard Limited (Babcock owned). By its nature, the site is a highly complex environment where strategic demands, commercial and financial arrangements combine to deliver Defence outputs.
The Naval Base offers an open, flexible and supportive work environment with Civil Servants and Armed Forces personnel working together across a wealth of interesting and challenging roles.
It is a fast paced environment and a busy role which requires you to lean in and work with other teams, across organisations. No two days are alike; however, it is a rewarding role putting you right at the heart of the activity with the chance to shape and influence positive outcomes for defence.
This post is advertised as 37 hours per week and due to the nature of the role requires an on-site presence.
Job description
Deliver a mid-term programme integration function across the entirety of the Devonport site. This will involve working collaboratively alongside key stakeholders in a wider virtual group:
  • Identifying, mapping & engaging with stakeholders across the entirety of the Devonport site to deliver cohered site outputs.
  • Determining the mid-term coherent demand position across the entirety of the Devonport site, largely through key requirements, dependencies, assumptions & change requests placed on the site.
  • Understanding the supply position.
  • Analysing the integration risks & formulating an operational plan to assess how to best integrate activity.
To coordinate the requirements and inputs for, and be prepared to lead/ be the secretariat for:
  • The Integrated Site Planning Group.
  • The Operational Integration Forum.
  • Devonport Readiness Groups.
  • Other working groups that might be established to deal with emergent integration issues.
Represent the organisation at wider programme & project delivery boards.
Work with peers in the complementary near-term & long-term planning groups to provide a seamless transition between phases.
Deliver standing and change objectives, as detailed in the NBC Devonport Business Plan.
Ensure that the Devonport Governance Framework integration approach remains fit for purpose.
Line manage one member of staff.
Person specification
Essential:
  • Minimum UK Regulated Qualification Framework – Level 5 qualification in a recognised technical or business subject.
Desirable:
  • Experience of working in a portfolio, programme or project environment.
  • Experience of leading people & managing delivery in the Ministry of Defence and/or Other Government Departments.
  • Chartered status with an Institute relevant to role.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
