Job summary
The Naval Base provides an open, flexible and supportive working environment with Civil Servants, uniformed personnel and commercial partners working together across a wealth of interesting and challenging roles in a variety of disciplines, ranging from finance, legal services, personnel and HR, strategic and project planning through to contract management and media services.
The Devonport site consists of HM Naval Base Devonport (MOD owned) and Devonport Royal Dockyard Limited (DRDL) (Babcock owned). By its nature, the site is a highly complex environment where a myriad of strategic demands, commercial and financial arrangements combine to deliver Defence outputs. Central to the strategic planning and integration function in the Naval Base is the Devonport Portfolio Office, or DPO. This is a collaborative MOD and industry partnership working together to shape the future of the site to deliver best for Defence outputs.
The position is advertised at 37 hours per week.
Job description
- Accountable to the Portfolio Directorate Deputy Head for leading the analysis of data and information pertaining to the Devonport portfolio, including data and information relating to site strategic planning and integration, site performance and risk, and high-level requirements across the Devonport site enterprise.
- Responsible for providing insight, information and input that strengthens Devonport portfolio governance and enables the prioritisation of decisions.
- Collaborate with enterprise stakeholders to identify, understand, analyse and maintain an accurate record of business and functional requirements.
- Manage changes to requirements, assessing their impact on programme scope, schedule and resources. Ensure enterprise requirements are defined, documented, and communicated to key stakeholders.
- Identify any business procedure improvements that enhance the business efficiency of the Devonport enterprise, and to prepare associated Portfolio Directorate proposals for approval and implementation.
- Develop, maintain and update a requirements traceability matrix to ensure alignment between requirements and programme deliverables.
- Identify and maintain a key stakeholder map and assist the Deputy Head in managing stakeholder engagement and communication.
- Manage the communication of executive decisions and direction as appropriate to ensure the coordinated and coherent implementation of endorsed proposals or options.
- Provide line management support to team members.
Person specification
Relationship management expertise, able to build and maintain strong working relationships with internal and external stakeholders to maintain service and solve problems.
Excellent analytical and communication skills, written and oral. Able to produce and submit written work to a high standard, including performance reports, risk statements and staff appraisals.

- Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. - The post does not offer relocation expenses. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
