Job summary
HM Naval Base Devonport has evolved into one of the largest bases of its kind in Western Europe and is today, a key Defence asset as a main operating and support base for the Royal Navy. The unique opportunities offered within are varied, challenging and exciting in supporting the Royal Navy to generate and operate forces world-wide for today and ensuring that we are ready for tomorrow by developing and delivering the Naval Service of the future.
The Naval Base provides an open, flexible and supportive work environment with Civil Servants and Armed Forces personnel working together across a wealth of interesting and challenging roles in a variety of disciplines from finance, legal services, personnel and HR, strategic and project planning through to contract management, engineering, digital and media services.
The wider Devonport site, consists of HM Naval Base (Devonport) (MOD owned) and Devonport Royal Dockyard Limited (DRDL) (Babcock owned). By its nature, the site is a highly complex environment where a myriad of strategic demands, commercial and financial arrangements combine to deliver Defence outputs. Key to supporting the Naval Base deliver best for Defence outputs is CIS, which is far and wide-reaching across the Devonport site.
This position is advertised at 37 hours per week.
Job description
- Lead all activities associated with CIS project delivery through overall management, co-ordination, and direction of both internal and external resources.
- Maintain and sustain CIS capability to meet operational needs and build future resilience through delivery of CIS projects and change initiatives, within Time, Cost and Quality parameters and in pursuit of Value for Money.
- Provide and develop suitably qualified and experienced Project Manager personnel to undertake the day-to-day management and delivery of allocated projects, prioritising work, agreeing minimum viable product and scope, including the measuring and evaluation of outcomes and benefits.
- Provide planning, ownership, and delivery (via our Industry Partners) of minor and major CIS projects delivering within the next 5 years; identifying barriers to delivery, challenging constraints, and performance.
- Foster collaboration and build relationships with our Industry Partners (and their sub-contractors) and Mo D stakeholders (such as Defence Digital, Navy Digital, Defence Infrastructure Organisation, Submarine Delivery Agency and Defence Equipment & Support) to ensure collaborative delivery of CIS projects in support of Naval Base outputs that are aligned to future strategy, the ‘One Devonport’ vision and in accordance with associated Defence contracts.
- Maintain a central hub of information for effective CIS project delivery in accordance with Project, Programme and Portfolio Management (P3M) best practice and CIS governance, process, and procedure arrangements.
- Track Management Information (MI) and Key Performance Indicators (KPI) for all active CIS projects, including tracking of project risks, issues, highlight reports and the agreed baseline.
- Ensure compliance with appropriate Mo D and Government policy and processes, in terms of CIS project delivery, monitoring, change control, quality and assurance activity and records and retention. Undertake 6-monthly audits to assess quality of CIS project delivery and governance. This includes liaising with all relevant stakeholders to manage expectations through active and reactive communication methods.
- Continually improve CIS project delivery governance and ways of working, applying Learning from Experience (LFE) through post project evaluation and seeking Stakeholder feedback to inform appropriate after action.
- Provide Business Case and Project Initiation Document development advice and guidance prior to submission to the Approving Authority, including development of supporting documentation such as Review and Information Notes, in accordance with Navy Command processes, procedures and templates.
- Support the identification of CIS risks, own the implementation of appropriate risk responses and mitigations, making risk-based decisions across the Devonport site, building wider stakeholder consensus and agreeing/scaling risk methodology and responses as appropriate.
- Prepare MI and reports for Programme or Portfolio Boards (and other Senior Management and Executive forums) relating to CIS project delivery to support and inform decision making through building consensus and proactively identifying and managing problems and issues.
- Assist the CIS Team Leader and Finance with CIS project budget controlling and tracking by maintaining active CIS project status reports, MI, KPIs and other project controls.
- Represent CIS on committees, sub-committees, steering groups, working groups and other forums, chairing meetings to bring cohesion, provide direction on appropriate solutions and delivery methods, as required, and as agreed by the CIS Team Leader.

Qualifications

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
