This position acts as an assistant to the Chief, Bureau of Facilities, with responsibility for carrying out a variety of highly technical tasks requiring broad knowledge of County operations. Additional duties include primary responsibility for bureau safety training and compliance; management of Building Access Control Program; management of Trades Apprenticeship Program; building energy management; oversight of EV charger installations; providing technical support for building HVAC, and BAS systems; and other technical and operational tasks assigned by the Facilities Bureau Chief.
CLASS DESCRIPTION:
Performs senior supervisory and advanced level operations service work under general supervision from an administrative or technical superior. Work includes planning and directing operations, maintenance, and repair activities of a Highway Zone. Work also includes inspecting daily operations and enforcing standard safety practices, policies, and procedures; maintaining records; assisting in the budgetary process and reviewing expenditures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Coordination of in-house OSHA safety training and start-up training and compliance inspection for contracted work managed by the Bureau of Facilities.
- Coordinating and tracking training and professional development for the Trades Apprentices in the O&M division.
- Manage the DPW Trades Apprenticeship Program.
- Coordination of the continuity of operations (COOP) Plan.
- Assist with Emergency Operations Center (EOC) coordination during weather emergencies.
- Management of the Building Access Control Program, including supervision of technicians and contracted services.
- Manage the Intrusion and Duress Alarm Program, including the supervision of technicians and contracted services.
- Recommend Policies and Implement Upgrades to Facilities Physical Security Conditions.
- Create and manage budgets for Energy Efficiency, Building Security, and Training.

Energy Management.
- Liaison to Office of Community Sustainability for energy management projects and grants.
- Project/Program Management of Building Automation Systems.
- Manage the Installation of PV Solar Panels.
- Develop a plan and Management of the Installation of EV Charging Stations.
- Develop and Implement Energy Curtailment Programs.
- Develop Emergency Power Program to Support Essential Buildings
- HVAC Commissioning Projects associated with grants and rebates.
- Provide technical support to the Operations and Maintenance Division relative to HVAC equipment, controls and building automation systems.
- Special technical and operational projects as assigned by the Facilities Bureau Chief.
This position supervises in-house technicians for access control and alarm systems. Supervises contract work relative to EV charger installations.
MINIMUM REQUIRED EDUCATION/EXPERIENCE
PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:
Bachelor's degree and four (4) years of progressive supervisory responsibility.

LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, customers, and the general public.
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
