Description
The Administrative Office of the Courts’ Family & Youth Justice Programs (FYJP) is seeking an innovative and knowledgeable Dependency Data Analyst to run a one-year project to create a plan for identifying, collecting and reporting data on well-being and relational permanency for children involved in dependency court cases. This position will consult with a wide range of agencies and system partners, identify essential data indicators, and develop an actionable plan to fulfill the legislative requirements of Senate Bill 6068. Expanding access to data that describes the services and experiences of children and youth in the child welfare system will enhance to ability of courts and policy makers to identify effective practices, programs, and policies that benefit Washington families.
Reporting to the FYJP Manager, this is a senior professional level job that works with minimal supervision and applies independent judgment and decision making on complex, and highly technical, major projects. This position will collaborate with AOC staff from the Washington State Center for Court Research and the Court Business Office, as well as courts, partner agencies, and people with lived expertise.

Duration: This is a project position that is grant funded for one year once the candidate starts.
WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION
AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to interview and currently reside outside of Washington State, seek more information about residency requirements from the AOC hiring manager of this recruitment.
Position is eligible to telework up to four (4) days per week.
Duties
- Collaborate with representatives from Department of Children Youth and Families (DCYF), Office of Superintendent of Public Instruction (OSPI), Health Care Authority (HCA), Department of Social and Health Services (DSHS), Department of Corrections (DOC), tribal data experts, people with lived expertise, and other relevant entities to identify measures of relational permanency and child well-being.
- Facilitate discussions and meetings to gather insights and build consensus on data collection and reporting methods.
- Identify examples of productive data sharing agreements from other states and jurisdictions. Consult with national child welfare leaders about the need and structures for data sharing for the benefit of children, families and their communities.
- Develop a comprehensive plan for reporting on child well-being, relational permanency and other legislatively required data, including how to make the information publicly available.
- Assess current rules and expectations about use of existing data to determine what can be reported and identify additional information that should be collected.
- Create a plan for tracking and reporting on contested orders within the dependency system, including specifying which party contested the order.
- Identify necessary components and draft data-sharing agreements between the Administrative Office of the Courts and other agencies, including OSPI, HCA, DCYF, DOC, and DSHS, to ensure an accurate understanding of the needs of families in the dependency system.
- Prepare meeting notes and reports summarizing findings and recommendations for legislative reporting.
Qualifications
- Bachelor’s degree in court administration, public administration, political science, business administration or closely allied field
- Five (5) years of responsible experience in court administration and/or program development, including one (1) year in a supervisory or lead role and/or managing/directing groups or teams.
- Certain positions may require a law degree in addition to the qualifications above.
THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES
- Bachelor’s degree in Social Work, Public Administration, or a related field (Master’s preferred).
- Experience in project coordination, data collection, and reporting, particularly in child welfare or social services.
- Excellent communication and interpersonal skills and experience with group facilitation and collaboration with diverse stakeholders.
- Knowledge of state laws and regulations related to child welfare and dependency court systems.
- Familiarity with education and health care information data protections and permitted uses under FERPA and HIPPA.
- Familiarity with data-sharing and data governance practices and agreements in governmental or non-profit settings.
- Understanding of the rules of data use, the data life cycle, data quality and data security.

Familiarity with one or more data system(s) for the following agencies: DCYF, courts, Department of Corrections, public education, and DSHS.

- Workweek may fluctuate depending on workload or agency need.
- Travel (including overnight) may be required to meet job responsibilities.
