Legislative Performance Auditor/Analyst

The Colorado Office of the State Auditor (OSA) serves as the government accountability arm for the citizens of Colorado auditing state agencies, colleges, universities, and other recipients of state funds. Overseen by the State Auditor, the OSA is an independent, nonpartisan staff agency within Colorado’s Legislative Branch. The OSA’s mission is to improve government for the people of Colorado. We are committed to promoting economical, effective, ethical, and equitable government. Our audits focus on reducing costs, improving the quality of services, and ensuring the accuracy and integrity of information. We help the General Assembly fulfill its legislative oversight responsibilities by providing independent, objective, and thorough information about whether state agencies use their authority and public resources properly and in compliance with laws and regulations; whether government programs are achieving their objectives and desired outcomes; and whether state government services are provided effectively, efficiently, equitably, and ethically. The OSA employs approximately 80 professional staff organized into five divisions: Financial Audits, Performance Audits, IT Audits, Tax Expenditure Evaluations, and Local Government Audits. We are winners of National NLPES and NSAA awards for Excellence in Auditing, and winner of the Denver Business Journal’s Healthiest Employer Award.

Work Environment
  • Primarily work hours 8:00 am - 5:00 pm, Monday-Friday
  • Hybrid - staff are required to work in office at least one day a week.

Description of Job

Salary pay range $57,468-$65,304 annually
The OSA is looking for a full-time Legislative Performance Auditor/Analyst. In this role, you will be expected to:
Work as a member of a team to gather information about how an agency or government program operates to identify potential issue areas that a performance audit could assess. Analyze information to conduct objective, nonpartisan evaluations of government performance, stewardship, and operations to identify ways in which programs and agencies can better protect the State's assets, ensure the responsible use of taxpayer monies, and provide quality services to Colorado citizens.

This includes:
  • Conducting detailed data analysis of large volumes of information using tools such as MS Excel and Access, and IDEA.
  • Examining and analyzing agency practices, internal controls, policies, and procedures.
  • Evaluating agencies and programs for efficient and effective operations, compliance with laws and regulations, and the accomplishment of the agencies' and programs' purposes.
  • Identify audit issues and provide recommendations to improve agency operations, in accordance with OSA guidelines and government auditing standards.
  • Interact with multiple levels of state government and provide agency management and staff with well thought out recommendations for improvements.
  • Present your analysis, conclusions, and recommendations to agency management and the State Legislature.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:

  • Bachelor's degree in Public Administration, Public Policy, Social Sciences (e.g., Political Science, Legal Studies, Economics, History), Accounting, Business Administration, Finance, Accounting, Mathematics, or other related professional field.
Substitutions:
Four years of professional experience in performance auditing, program evaluation, internal auditing, process improvement analysis, organizational/operational assessment, and /or compliance reviews can be substituted for the degree on a year- for- year basis.

Preferred Qualities, Qualifications, and Experience in addition to the Minimum Qualifications:
Graduate degree in Public Administration, Public Policy, Social Sciences (e.g., Political Science, Law, Economics, History), Auditing, Accounting, Business Administration, Finance, Mathematics, or related field.
  • Professional certification relevant to government performance auditing.
  • Experience performing data-mining, analysis, and control testing of large information systems.
  • Experience evaluating the performance of organizations or government agencies.
  • Aptitude for critical thinking, data analysis, and problem solving. • Aptitude for clear and concise written and oral communication.
  • Ability to present information and data to all levels of management.
  • Outstanding interpersonal skills and work ethic, including skills to work effectively both independently and as part of a team.
  • Proficiency with Microsoft Office software, including Excel, Access, and Word.
  • Ability to gather and organize information to support how you conducted your work, identified your results, and derived logical conclusions from your analysis.
  • Ability to identify opportunities to improve program effectiveness and efficiency.
  • Ability to manage and resolve conflicts in a positive and constructive manner.
  • Working knowledge of state and federal laws, rules, and regulations and Colorado's legislative process.
  • Working knowledge of government auditing standards. • Strong desire to work in public service.
Conditions of Employment:
Must submit to and successfully pass a pre-employment background check. The OSA conducts background checks for all final candidates being considered for employment. Background checks may include, but are not limited to, criminal history, national sex offender search, and motor vehicle history. State employee transfer applicants must disclose any corrective actions within the last 2 years and must currently be in good standing. Must be a Colorado resident.
