The Marion County Assessor’s Office is seeking a full-time appraiser to join the Residential Team. As a residential appraiser you will have the opportunity to work independently, outdoors, completing physical inspections of residences, and gathering property details. Additionally, you will work collaboratively with the other members of the residential team within the office performing computer assisted research on individual properties as well as on a broad scale, to determine their fit with other neighborhoods. You will work closely with Marion County residents to obtain information as well as to educate them on the mass appraisal process and the laws that govern property taxes. GENERAL STATEMENT OF DUTIES
FOR PROPERTY APPRAISER 1
Assists as a trainee in the appraisal of real or personal property.
Upon satisfactorily meeting the experience, knowledge, training and special requirements of the Property Appraiser 1 classification, the employee may be promoted to the classification of Property Appraiser 2.

SUPERVISION RECEIVED
Works under the close supervision of the County Assessor, or Appraiser of higher grade, who assigns and reviews work.

SUPERVISION EXERCISED
Supervision is not a responsibility of positions in this class; however, may be assigned to train individuals of a lower classification within the same series.

GENERAL
STATEMENT OF DUTIES FOR PROPERTY APPRAISER 2
Appraises real or personal property for tax assessment purposes.

SUPERVISION RECEIVED
Works under the supervision of the Appraisal Supervisor, a Senior Appraiser or the County Assessor, who makes work assignments, reviews work through reports and observes work performance.

SUPERVISION EXERCISED
Supervision is not a responsibility of positions in this class; however, may be assigned to train individuals of a lower classification within the same series.

WAGES
Property Appraiser 1: $24.90 - $33.37
Property Appraiser 2: $28.67 - $38.42

Typical Duties - Duties include, but are not limited to the following
Duties for Property Appraiser 1
  • Qualify as a registered appraiser in the State of Oregon, and complete required continuing education hours to maintain appraiser registration, pursuant to provisions of ORS 308.010.
  • Learn the basics of Measure’s 5 & 50 including the ability to describe what property tax implications these measures may have for property owners.
  • Assist in the appraisal of residential properties (land and improvements) for purpose of tax assessment by researching, inspecting, and measuring, as well as assembling market, sales, and other valuation data. May also assist in the appraisal of property types rural, industrial, commercial, or personal property as needed.
  • Learn to identify the three approaches to value, sales comparison approach, cost approach, and income approach, and be able to develop and utilize all three approaches for properties of low complexity.
  • Gain an understanding of the mass appraisal valuation model and how it is used to appraise properties on an annual basis.
  • Track sales of assigned properties. Interview buyers and sellers to verify price, condition of property, and determine validity of sale for use in the mass appraisal valuation process.
  • Become familiar with the ratio study process and how the sales data affects the outcome.
  • Become familiar with the Computer-Assisted Mass Appraisal (CAMA) system including the utilization of the different modules and their use in the different appraisal processes and duties.
  • Learn the major sources of reference information applicable to the section, including but not limited to GIS/Mapping programs, Multiple Listing Service as well as other online residential sales databases, and local jurisdictional websites i.e., Marion County Intranet & Assessor Dashboard pages.
  • Utilize available technology to assist in the appraisal process, specifically the use of a mobile device for appraisal work in the field, as well as applications such as Microsoft Excel & Word, Arc GIS, etc.
  • Field visit and inspect properties for the purpose of general appraisal work.
  • Field visits to properties will be made with the intention of verifying sales, checking on permits and new construction, cycle work, because of a request from the property owner through a review or appeal process, or some other reason.
  • Independently locate, identify, measure, and photograph residences throughout Marion County and in all types of weather conditions.
  • The ability to recognize and catalogue the pertinent attributes which affect value of properties being appraised.
  • Learn the basics of what contributes to and differentiates property classifications and how to identify them.
Additional Duties for Property Appraiser 2
  • Explain Measures 5 & 50 in detail and how changes to properties may affect property taxes including the ability to reasonably estimate the changes.
  • Responsible for the appraisal of residential properties (land and improvements) for purpose of tax assessment by researching, inspecting, and measuring, as well as assembling market, sales, and other valuation data; may also assist in the appraisal of property types rural, industrial, commercial, or personal property as needed.
  • Become knowledgeable with the three approaches to value, sales comparison approach, cost approach, and income approach, and be able to develop and utilize all three approaches for properties of moderate complexity.
  • Be able to explain the mass appraisal valuation model and how it is used to appraise properties on an annual basis.
  • Track sales of assigned properties.
  • Interview buyers and sellers to verify price, condition of property, and determine validity of sale for use in the mass appraisal valuation process.
  • Participate in the ratio study process.
  • Knowledge of the Computer-Assisted Mass Appraisal (CAMA) system and how to utilize the different modules to assist with appraisal duties.
  • Comprehension of the different types of exceptions and how the CAMA system processes them.
  • Utilize available technology to assist in the appraisal process, including but not limited to GIS/Mapping programs, Multiple Listing Service as well as other online residential sales databases, and local jurisdictional websites i.e., Marion County Intranet & Assessor Dashboard pages.
  • Field visit and inspect properties for the purpose of general appraisal work.
  • Field visits to properties will be made with the intention of verifying sales, checking on permits and new construction, cycle work, because of a request from the property owner through a review or appeal process, or some other reason.
  • Independently locate, identify, measure, and photograph residences throughout Marion County and in all types of weather conditions.
  • The ability to recognize and catalogue the pertinent attributes which affect value of properties being appraised.
  • Expert at identifying which features contribute to property class, as well as the ability to accurately class residential structures.
  • Must possess the ability and knowledge of classing to defend and explain an opinion of class/quality to coworkers, lead, supervisor, the public, and the Board of Property Tax Appeals, amongst others.
  • Respond to property owners’ concerns & questions in the field, in the office, at the counter and on the telephone.
  • Ability to prepare appraisals of real property and present and defend the conclusions in Board of Property Tax Appeals hearings.
  • May testify in Tax Court proceedings.
  • Attend meetings & training seminars as required, and engage with other appraisers, to facilitate understanding of processes, approaches, data sources, and best practices


Requirements for the Position
MINIMUM QUALIFICATIONS FOR PROPERTY APPRAISER 1

  • Must be a qualified Registered Appraiser in the State of Oregon, pursuant to ORS 308.010. Must provide with job application a copy of the Registered Appraiser certificate issued by the Oregon Department of Administrative Services; OR
  • Be eligible to take the Registered Appraiser exam at time of hire based on one of the following criteria, and pass that exam within 6 months of hire:
  • Have an associate in science degree (or higher) in property appraisal, real estate technology, building construction/inspection technology, engineering or forestry technology, business administration, or a related field, OR
  • Possess any combination of experience or education equivalent to two years in a field that would demonstrate the capacity to work as a property appraiser. Examples include; property appraisal, public or business administration, real estate, finance, civil engineering, urban planning; OR
  • Have previously completed an Oregon Department of Revenue approved appraisal training program or county approved appraisal training program.
3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

MINIMUM QUALIFICATIONS FOR PROPERTY APPRAISER 2
In addition to the requirements stated above, the Property Appraiser 2 must have at least:
  • Two (2) years of experience in real or personal property appraisal; OR
  • Any satisfactory equivalent combination of experience and training.

SPECIAL REQUIREMENTS
  • Must be a qualified registered appraiser in the State of Oregon, pursuant to the provisions of ORS 308.010. Must provide with job application a copy of the Registered Appraiser certificate issued by the Oregon Department of Administrative Services.
  • Be eligible to take the Registered Appraiser exam at time of hire based on one of the following criteria, and pass that exam within 6 months of hire:
    • Have an associate in science degree (or higher) in property appraisal, real estate technology, building construction/inspection technology, engineering or forestry technology, business administration, or a related field; OR
    • Possess any combination of experience or education equivalent to two years in a field that would demonstrate the capacity to work as a property appraiser. Examples include; property appraisal, public or business administration, real estate, finance, civil engineering, urban planning; OR
    • Have previously completed an Oregon Department of Revenue approved appraisal training program or county approved appraisal training program.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for selected applicants from Driver and Motor Vehicle Services.
  • Must possess and maintain proof of personal automobile liability insurance at a minimum in the amount required by Oregon Law [ORS Chapter 806].
  • Must pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.
  • Must adhere to Oregon Department of Revenue Administrative Rules 150-308.010-(A) which states
    • "(a) Registered appraisers are required to successfully complete 30 credits approved education every two years. Continuing education requirements shall apply to any registered appraiser whether or not currently employed by state or local government."
    • "(b) Registered appraisers with less than three years of appraisal experience with either the Department of Revenue or county Assessor's Office, or a combination of the two, must complete 60 credits of training within the first two calendar years following their registration."
  • Required to use personal vehicle for business use.

KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of principles of property appraising; read and use recorded instruments such as: deeds, mortgages, and contracts; ability to gather and record accurate information for appraisals.

Ability to make clear and concise reports and recommendations relating to appraisals and other activities; establish and maintain harmonious working relationships with other employees and the general public; effectively communicate with co-workers and management; must demonstrate a conscientious effort towards self-improvement.
PHYSICAL REQUIREMENTS
Operates a motor vehicle and maintains an acceptable driving history; sees using depth perception; stands; sits; moves about the work area; bends forward; stoops; climbs 1 flight of stairs; turns neck 90 degrees in either direction; twists at waist 90 degrees in either direction; walks; reaches overhead; lifts and carries up to 20 lbs. for up to 300 feet; pushes/pulls file drawers weighing 35 lbs.; operates a keyboard; uses rapid mental/eye/hand coordination; speaks clearly and audibly; reads an 8 pt. font; distinguishes shades of color; hears a normal speech level; works in areas exposed to all weather conditions; may be exposed to blood/body fluids. Daily or frequent exposure to common chemical elements such as those found in fabrics, carpeting, building materials, paints, solvents, finishes, fragrances, perfumes, toiletries, cleaning supplies, office supplies (including toner), animals or animal dander, and other organic or synthetic materials or compounds which may produce an allergic reaction in people with chemical sensitivities.



PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.
