GENERAL STATEMENT OF DUTIES
Perform a variety of clerical and technical duties requiring considerable knowledge of regulations relating to building permits.

SUPERVISION RECEIVED
Work under the supervision of the Building and Planning Division Manager or designee who assigns and reviews work for conformance to departmental standards.

SUPERVISION EXERCISED
Supervision of employees is not a responsibility of this classification.


Typical Duties - Duties include, but are not limited to the following

  • Establishes and maintains professional and effective working relationships with co-workers, other agencies, and the public.
  • Conforms to technical and department standards and complies with department and county policy and procedures.
  • Operates computer, telephone, fax, code-a-phone, electronic file, laser fiche, copy machine, and calculator.
  • Greets and assists the public and/or clients and other agencies in completing forms, permits, applications, and inspection requests. Manages multiple tasks, meeting department policy standards, and guidelines. Estimates construction value and calculates fees.
  • Communicates in oral and written form to explain laws and regulations to the public and refers customers/callers to appropriate internal (county) or external (state or other agency) resource. Gives information requiring expert knowledge of specialty codes and procedures.
  • Uses a networked computer system for data entry processing and retrieval to process permits and inspections for building, dwelling, plumbing, mechanical, electrical, septic, demolition, manufactured dwelling, agricultural exemption, e-permits, and excavation and grading.
  • Answers multiple telephone lines; receives transfers or refers calls to proper source; takes inspection requests, and messages.
  • Communicates through an interactive voice response (IVR) system, cell phone, and/or mobile radio to relay instructions, technical information, and inspection requests to inspectors in the field.
  • Files and retrieves files, documents, and index cards from vertical 8' high tab files requiring reaching and bending.
  • Reads maps to locate property and construction plans for code compliance.
  • Compiles and balances daily receipts, credit cards, and cash box.
  • Miscellaneous support functions.
  • Take minutes at staff meetings.
  • Attend committee meetings.
  • Back up other positions, as required.
  • Other duties as assigned by your supervisor.
  • May participate in basic incident command training and drills to maintain proficiency in supporting ECC activities, including carrying out field work in connection with ECC operations. May be assigned clerical/support, incident liaison, or other duties at any location within or near the county. Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.

Requirements for the Position
EXPERIENCE AND TRAINING
  • High school diploma, or equivalent; AND
  • Two years of technical experience in processing building permits, working as a contractor, inspector, plans examiner or related technical experience; which includes one year of general office and customer service experience; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: Monday through Friday 8:00 a.m. - 5:00 p.m., with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of building and specialty codes; methods and practices of construction; telephone etiquette; and principles of customer service.
Some knowledge of standard office practices and procedures; a variety of software programs; English composition including grammar, punctuation, and spelling.

Skills and abilities to manage multiple priorities with responsibility for multiple phone lines; communicate effectively in oral and written form; establish and maintain professional working relationships with co-workers, other agencies, contractors, owners, and the general public; read and interpret a variety of plans, specifications, and maps relevant to the permit process; estimate construction values; understand building terminology and apply as necessary; to accurately word process; maintain records and prepare report; effectively operate computer equipment and software programs utilized by the county; and accurately data enter.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands for long periods of time; sits; moves about the work area; bends forward; stoops; climbs 1 floor of stairs; reaches overhead; lifts, pushes and pulls up to 10 lbs.; moves carts weighing up to 15 lbs.; carries items weighing up to 15 lbs.; operates a keyboard; uses rapid-mental/hand/eye coordination; speaks clearly and audibly; reads 9 pt. font; distinguishes colors and shades; measures distance; hears normal level of speech; works in areas that may be exposed to noise; may use ladders and/or scaffolding; Sometimes the Building Inspection office becomes very warm and sometimes cold, we have fans to help with this but it can happen. The office is very busy, and the Permit Specialist need to be able to tune out other co-workers and customers and focus on their customers, there isn't any partitions between stations at the counter. Permit Specialist take/issue to the public and cities in Marion County. They may stand for long periods of time, sit for long periods of time and must be able to operate computers, have good phone etiquette, walk to other departments/divisions with customers or for research.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions about your loan eligibility should be directed to your loan servicer or the US Department of Education.

Marion County does not offer VISA sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. Marion County is an E-Verify employer and will use E-Verify to confirm that hires are authorized to work in the United States.

DOCUMENTS REQUIRED FOR VETERANS’ PREFERENCE

    • MEMBER COPY 4 of the Certificate of Release or Discharge from Active Duty (DD Form 214 or 215); OR
