The Murray-Darling Basin Authority (MDBA) is an independent government agency which, in partnership with Basin governments, manages the Murray–Darling Basin’s water resources in the national interest. With the enactment of the Water Act 2007, the MDBA was established as an independent expertise-based statutory agency.
The MDBA aims to achieve a healthy working Basin for the benefit of all Australians. The Murray–Darling Basin contains a rich diversity of natural environments that are unique in Australia and the world. The Basin is also crucial to Australia’s economy and home to 2.3 million Australians, including people from over 50 First Nations. How we manage the Basin as a whole connected system, manage our water carefully, and protect it for future generations is set out in the Murray-Darling Basin Plan.
The Position
The Assistant Director Indigenous Cultural Intellectual Property (ICIP) is responsible for delivering, Implementing, and administering the MDBA’s Indigenous Cultural Intellectual Property (ICIP) Policy and First Nations Data Management Framework. The ICIP Assistant Director is responsible for liaising with internal teams to ensure First Nations data environments are maintained and secure. The role is also responsible for designing, managing, and overseeing the delivery of internal and external ICIP and Cultural Training.
The Assistant Director ICIP works with the Director, First Nations Strategy and Assistant Director Strategy, to provide leadership focusing on ensuring organisational coordination of First Nations water activities and First Nations engagement for the Basin Plan review. Works with other MDBA teams to ensure consistency in approach, strategic alignment, and collaboration.
The ICIP Assistant Director will oversee the delivery of ICIP engagement with First Nations people and organisations as well as ICIP Policy collaboration with Commonwealth and State water agency partners. The role will also manage internal and external ICIP policy and process procedural review, manage staff and associated budgets, and assist the Director of First Nations Strategy as required.
Your key responsibilities in this role are to
- In conjunction with the Director and Assistant Director, First Nations Strategy, jointly lead the First Nations Strategy team.
- Work with other MDBA teams to ensure a consistent approach to First Nations engagement activities, strategic alignment to Rivers for Generations and Basin Plan implementation.
- Provide management to the First Nations Strategy ICIP team and oversee the development and implementation of the MDBA ICIP Policy.
- Provide support and advice to the First Nations Data Management Framework and cultural data systems.
- Work with the Basin Plan Review (BPR) project teams and other areas to help ensure the MDBAs ICIP Policy is fully implemented.
- Oversee the development and maintenance of internal ICIP Policy systems, providing appropriate advice, and managing the resolution of emerging issues.
- Drive and develop new opportunities in consultation with First Nations teams, with community and partners to ensure the ICIP Policy maintains currency.
- Facilitate mutually beneficial relationships across Commonwealth departments and state Governments.
- Keep abreast of domestic and international ICIP and IDS developments.
- Support the ICIP annual review committee.
- Administer project management activities including reporting and the administration of budgets.
- Oversee the internal First Nations data discovery and cataloguing activities.
