Programme Officer (Technical Training and Support) - Temporary

This position is located in the Strategic Planning and Interagency Affairs Unit (SPIA), Public Affairs and Policy Support Branch (PAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision of the Chief or Officer in Charge of SPIA and in close coordination with the Results-based Management Programme Officer (P3). Responsibilities
Within assigned authority, the Programme Officer will be responsible for the following specific duties: • Together with the Programme Officer (Results-Based Management), foster a culture of results-based management (RBM) across UNODC, specifically of results-based monitoring and results-based reporting. • Participate in the development, implementation, audit and evaluation of INL (Bureau of International Narcotics and Law Enforcement Affairs) - funded programmes and projects; liaise with relevant parties; identify and track follow-up actions. • Support the development of internal training material for INL-funded projects on RBM, specifically results-based monitoring and results-based reporting, and supervise roll-out and capacity building initiatives. • Develop training material on the use of the Dev Results system and establish linkages to existing UNODC monitoring tools and workflows. • Develop and conduct training sessions related to the Dev Results system and general results-based monitoring. • Develop and disseminate knowledge products and guidance material on the use of the Dev Results system. • Enhance the capacity of UNODC HQ and field offices’ staff in linking INL-funded programming to UN Strategic Frameworks, such as the 2030 Agenda and the Our Common Agenda. • Support UNODC field office capacity to engage with Dev Results as it relates to INL-funded projects, and advise on possibilities for UNODC’s alignment and interoperability with other UN system-wide reporting systems and reporting obligations. • Attend external meetings, workshops and other discussion fora organized by UN agencies, as well as keep abreast on developments in the RBM field, particularly within the SG’s Quintet of Change UN 2.0 Initiative. • Contribute to other Unit priorities, including Results-Based methodology in UNODC’s budgeting, institutional reporting, including the Annual Report on the UNODC Strategy, Umoja/ IPMR process updates, and development of knowledge management products related to planning, monitoring and reporting. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Has knowledge of the UN Development System Reform and experience in using system-wide reporting systems such as UN Info. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Is able to analyze and interpret data in support of decision-making and convey resulting information to management. Education
An advanced university degree (Master’s or equivalent) in international relations, political science, or related area is required. A first- level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project or programme management in the context of international organizations is required. Extensive experience in results-based management (RBM), logical framework development or review, indicator formulation and monitoring of results of multiple complex projects or programmes is required. Experience in using Enterprise Resource Planning (ERP) systems for project management, specifically for monitoring and reporting, is required. Experience in data analytics or related area is required. Experience in training and organization / conducting capacity-development activities related to RBM is required. Experience in the use of the Dev Results system is desirable. Experience in development of an organization’s monitoring framework or policies is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of other United Nations official languages is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
Special Notice
This temporary position is available for 364 days. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member from the United Nations Secretariat, the selection may be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
