Summary:
The work schedule for this position is Full Time (38 hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time (15 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

The supervisory Financial Management Analyst provides supervision and oversight of the Budget and Accounting Unit of the Tri-Mission Brussels’ Financial Management Center (FMC), providing budget and accounting services for all serviced entities (18) and around 60 ICASS member agencies managing up to $415M at any one time. The incumbent is responsible for budget formulation and justification, accounting, and the operational effectiveness of the Embassy’s financial resources. Provides guidance on interpreting U.S. laws and regulations regarding financial matters, formulates Job Plans for staff and ensures that adequate training is provided on an ongoing basis.

Qualifications and Evaluations
Requirements:
EXPERIENCE: Three years progressively responsible financial analysis, budget, accounting, or other financial-related work with the US Government; two of which must be at the next lower grade of this series.

JOB KNOWLEDGE: Knowledge of basic accounting standards, the local business environment, and applicable laws and regulations.

Education Requirements:
Bachelor’s degree in business administration, commerce, accounting, finance, business management or CPA equivalent program.
Evaluations:
LANGUAGE: Fluency in English, good working knowledge in Dutch or French. This may be tested.

SKILLS AND ABILITIES: Must be proficient in office applications such as Outlook, Excel, Power Point, etc. Must possess good accounting skills, problem solving skills and be able to communicate orally and in writing. Incumbent must exercise sound judgment.
