Procurement Manager

The Procurement Manager is a key team member in facilitating the Procurement needs of the organization. In cooperation with the business and legal departments, this role will assist with the initiation, negotiation, and composition of vendor agreements and contracts to ensure the highest quality and best overall value for 407ETR. This role will also finalize negotiations with vendors as appropriate in order to alleviate that potentially contentious responsibility from the business departments who will need to maintain a positive relationship with successful bidders.

Manage procurement activities to ensure the organization is adhering to best practices, obtaining optimum value for money.

Manage the procurement life cycle to ensure cycle times are as efficient as possible and continue to find improvements to redesign and streamline processes.

Provide management level support to all Business Units at 407 ETR, and the ability to escalate concerns where and when required.

Lead the drafting and administration of RFx’s to source goods and services and ensures the RFx process is upheld according to existing policies and procedures.

Meets with internal customers to develop RFx requirements and coordinates the RFx process and evaluation process to ensure timely results.

Utilize Supply Chain Management concepts to achieve the optimum balance among cost, quality, and delivery.

Lead final supplier price negotiations, contract terms, licensing, and conditions.

Analyze proposals and/or quotations and make recommendations based on total cost of ownership and other measures of value.

Provide counsel and guidance regarding contract terms, conditions, pricing, and license compliance; rationalize and consolidate suppliers and contracts to achieve improved services and cost reductions; develop incentives to improve supplier performance and Service Level Agreement (SLA) adherence where appropriate.

Collaborate with business stakeholders and project teams to clearly understand the business context of potential opportunities and projects.

Build, develop and maintain strong relationships with internal business stakeholders and key suppliers/vendors.

Lead supplier relationship management initiatives and promote competition amongst suppliers for goods and services as per pre-established guidelines.

Collaborate with the legal team to ensure vendor contracts are successfully negotiated.

Develop, improve, and execute the procurement process and strategies.

Manage and ensure the business case and intake form process is completed to ensure the business goals and priorities align with the overall organizational objectives, budgets and procurement strategies.

Develop, maintain, and administer the procurement centralized information repositories to monitor key contracts to ensure that 407ETR receives quality service and that risk exposure is appropriate; create and implement KPI’s for measurable results.

Establish and maintain vendors of record (VOR) and periodically evaluates vendor performance (conformance with stated requirements, trends, anomalies, etc.).

Review of current and existing contracts to proactively identify contract expirations and coordinate with appropriate stakeholder(s) to determine contract renewal disposition.

Prepare and facilitate the issuance and tracking of purchase orders as well as the creation of new suppliers into the financial system.

Provide support for ordering and payment process; liaise with A/P department to ensure accurate and timely payment of invoices if necessary for the business.

Establish reporting standards, maintain, and publish monthly, quarterly, and annual reports to stakeholders.

Participate in the forecasting and budgeting process pertaining to procurement needs.

The ideal job candidate will have a university degree and seven+ years of demonstrated experience in purchasing and contract management across the areas of network infrastructure, hardware, software, professional services, licensing structure and license compliance, including terms and conditions. Demonstrated experience in the development and implementation of procurement procedures and a proven track record of managing a dynamic Procurement team.

Strong ability to communicate with various stakeholders such legal, finance, IT and business leaders to craft contracts that align complex needs with contractual requirements to achieve business outcomes.

Strong relationship and interpersonal skills to be applied in working successfully with vendors across the entire contract life cycle.

Experience with asset management lifecycle practices that include hardware and software inventories, lease administration, and software licensing.

Strong project and process management skills with the ability to handle multiple vendors and multiple contracts as well as a wide range of tasks.

Ability to structure bids; evaluate bids against a broad set of evaluation criteria and provide recommendations for vendor selection.

Proven ability to recognize procurement opportunities that will substantially reduce overall annualized costs of purchased goods and services.

Proficient technical knowledge and process support skills, including but not limited to the following products: Word, Excel, Power Point, and Outlook.

Experience with People Soft 8.9 and Service Now is an asset.

Enrolment in or completion of Purchasing Management Association of Canada (“PMAC”) and/or Certified Professional Purchaser (“CPP”) program would be an asset.
