Context:
Under the overall supervision of the Chief of Mission (Co M) and the direct supervision of the
Senior Programme Manager (Immigration and Border Governance), the Programme Officer
(Immigration and Border Governance (IBG)) will provide technical, operational and process
related support for the coordination, implementation, monitoring and evaluation for the Danish
Migration Management Programme (CAPACITY) funded by the Danish Ministry of Foreign
Affairs (MFA). In addition, the Programme Officer (IBG) will assist in the coordination with other
IBG Danish-funded programming, including the Regional Migration Governance Programme
(RMGP), as needed.

Core Functions / Responsibilities:

1. Under the supervision of the Senior Programme Manager (IBG), support the overall day-to
implementation of the CAPACITY Programme by contributing to the effective and timely design,
planning, monitoring, and evaluation of interventions, in close coordination with target Country
Offices.

2. Provide technical and operational support to the design, planning, implementation and
monitoring of CAPACITY results assigned to IOM Denmark (DK).

3. In close collaboration with the relevant project teams in the field, coordinate and contribute to
the development of CAPACITY programme workplans and ensure follow-up on their progress.
In close coordination with the programme associate (Monitoring, Evaluation, Accountability and
Learning (MEAL)), respond to the changing operational contexts by providing technical support
in updating risk management measures and in developing contingency plans.

4. In close coordination with IOM Denmark and Finland’s Finance Unit and project teams in the
field, participate in budget monitoring of the CAPACITY Programme, including reviewing
financial reports and reconciling manual tracking with internal systems. Flag any anomaly
requiring budgetary review or amendments of interventions to the Senior Programme Manager
(IBG).

5. Coordinate and follow-up with the logistics and procurement teams to check if programmes’
purchases are received and where applicable distributed in a timely manner.

6. Provide technical support that promotes synergies and suggest opportunities for joint
implementation across the CAPACITY and RMGP Programmes.

7. Coordinate the analysis of quantitative and qualitative data from CAPACITY and RMGP
programming and the development and revision of information products, such as reports,
periodic updates and analysis; briefing and research papers, country-specific overviews, and
success stories for internal and external use, that demonstrate the impact of IBG Danish funded
programming and their contribution to Danish migration priorities.

8. Draft and produce progress and other reports and facilitate proper information exchange on
the operational aspects of the CAPACITY and RMGP Programmes between IOM, the donor and
other stakeholders, including in preparation of the Programmes’ steering committees.

9. Provide technical inputs and information to support the development, drafting and submission
of Country-specific project proposals to be funded in the framework of CAPACITY’s and
RMGP’s allocated and unallocated funding. Check that all project documentation aligns to IOM
and donor requirements and is entered into the internal systems.

10. In close coordination with the Senior Programme Manager (IBG) and the Media and
Communication Officer for the Nordic Countries, facilitate adequate information updates, press
releases and other relevant materials that promote IOM IBG’s visibility in Denmark.

11. In close coordination with the Chief of Mission and Senior Programme Manager (IBG),
organise regular joint strategic events and meetings that raise visibility of IOM-Denmark
partnership on IBG programming globally.

12. Coordinate the reporting processes of the project including obtaining necessary reviews and
endorsements and completing entry into internal systems. Implement appropriate monitoring
and evaluation tools that support adaptive management and internal learning, in close
coordination with the IBG Programme Associate (MEAL).

13. Provide updates to the Senior Programme Manager (IBG) as needed on the overall
performance of the relevant projects to facilitate effectiveness, conflict sensitivity, coherence,
equity and integrity.


14. Support the preparation of workshops, trainings and conferences and participate in field
missions as required.

15. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Migration Studies, Law, Political or Social Sciences or a related field from
an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.
Experience
  • A minimum of 2 years of progressively responsible international experience in the
humanitarian and/or development field;
  • Experience in engaging with governmental representatives, police, civil society and
communities is highly desirable;
  • Experience in working in the Immigration and Border Governance in the Middle East and North
Africa (MENA) and/or Horn of Africa is highly desirable. Skills
  • Knowledge of MS Office and Internet browsers.
  • Delivers on set objectives in hardship situations.
  • Effectively coordinates actions with other implementing partners.
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community
to advance country office or regional objectives.
  • Good computer skills.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic
and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
