Assistant Manager (Monitoring and Evaluation)

The core purpose of this role is to support Planning, Monitoring, Evaluation and Reporting (PMER) work in the Strategic Planning and Humanitarian Diplomacy (SPHD) department. S/he supports the team leaders and Head of SPHD to ensure implementation and execution of the SPHD to support the HKRC in delivering its humanitarian services to fulfil its vision and mission. S/he will enable effective achievement of evidence-based practice and quality management of the agency.


Key Responsibilities:

  • Provide PMER support to implement the corporate strategic planning
  • Design and conduct evaluation activities for agency-level evaluation projects and emergency operation
  • Provide professional advice and support for evaluation activities of different service units, from evaluation design, data collection to reporting
  • Implement PMER-related knowledge management and capacity-building activities
  • Assist in upholding departmental manuals and guidelines
  • Serve as the internal gatekeeper of evidence-based practice in the agency


Requirements:

  • University degree holder preferably in social science, information management and statistics
  • Minimum 2 years working experience in project management, program monitoring and evaluation, and research. Fresh graduate will also be considered
  • Previous experiences in project management, and professional knowledge in program evaluation and NGOs are definite assets
  • Solid skills in evaluation and research design, conducting interviews and surveys, data analysis (both qualitative and quantitative) and report writing
  • Knowledge of PMER and respective tools is preferred
  • Hands-on experience in Excel and other data management tools
  • Good presentation and training skills
  • Good interpersonal and communication skills
  • Able to manage projects independently with analytical thinking skills

Contract Period:
2 years
