Reporting to the Director, Examinations, Assessment and Research, you will develop
the overall measurement and substantive research directions, agendas and plans, provide
methodological guidance on research projects and review of research results, promote
internal knowledge sharing and oversee the smooth operations of the Assessment
Technology and Research Division, contribute to the operation of HKDSE, TSA, and other
key examinations and assessments by the Authority, conduct psychometric and research
analysis and present recommendations to the respective committees, provide consultation on
research and promote HKEAA in external seminars and conferences with the objective of
assisting the Secretariat and Council in shaping policy issues, ensuring the continuous
development of staff and enhancing the visibility of the Authority.

Requirements:
(a) A doctoral degree in educational measurement/statistics, quantitative psychology or a
related field;
(b) At least 15 years of educational assessment experience with a minimum of 6 years
leading the psychometric work of test programs and/or integrated research programs
and a minimum of 3 years in a senior managerial role;
(c) Profound knowledge of research design and quantitative and qualitive research
methodology;
(d) Excellent knowledge of psychometric and statistical methods such as CCT, IRT,
SEM and HLM and strong skills in applying them in operational psychometric work
or analyses of educational data; strong knowledge and skills in applications of CAT
and MST would be a plus;
(e) A strong recent research publication record in an education-related field;
(f) Strong organizational, project planning, and management skills;
(g) Excellent and dynamic leadership and interpersonal skills;
(h) Excellent communication skills in English and Chinese (either Putonghua or
Cantonese). Excellent skills in research dissemination, both to technical and
non-technical audience.

Employment Terms: The remuneration package will be commensurate with qualifications
and experience. Appointment will be on a fixed-term contract with contract-end-gratuity,
MPF benefits, medical and dental care. Future employment may be offered on renewable
contracts subject to performance and staffing needs.
