The e MPF Platform Company Limited is a wholly owned subsidiary of the Mandatory Provident Fund Schemes Authority (MPFA) responsible for overseeing the design, development and operation of the e MPF Platform. The e MPF Platform is a major public utility which aims to standardize, streamline and automate the existing MPF scheme administration processes. It is the most significant reform of the MPF System since its introduction in December 2000.

We are looking for high calibre and passionate individuals to join us to undertake this transformation initiative that is leading the MPF ecosystem to a new era and is creating a positive impact on the working population of Hong Kong.

Key Accountabilities

Developing policies and procedures to monitor a major third party supplier on the operation of the e MPF Platform and related compliance matters;

Performing the role of business analyst for the e MPF Platform Company, which includes understanding the need for system change, high level analyze business requirements, processes, and workflows, liaise with the appointed the e MPF contractor to (i) detail the business requirements, processes and workflows (ii) to translate the business requirements into functional specifications, (iii) properly test the built functions;

Managing the reporting of operational and compliance events/incidents and following through the third party supplier on handling, rectifying and improving actions;

Developing, formulating and implementing policies, standards and rules relating to e MPF Platform;

Working with a major third party supplier on the delivery of the e MPF Platform and providing ongoing review of contractual work products in a partnership model;

Conducting discussion with trustees and the major third party supplier to reach consensus on the level of services, functionalities, operational processes, data framework, system and migration testing, transitional arrangement, future change request etc. of e MPF Platform; and

Performing other duties as assigned.

Skills and Qualification

A recognized degree, or equivalent;

At least 12 years of relevant experience in legal / regulatory compliance, retirement schemes / pensions, auditing or risk management, of which at least four years at managerial or supervisory level, preferably gained from sizable or public organizations;

Preferably with knowledge in compliance or operation of MPF, and or related system migration;

Commitment to serve in the public sector is a must and prior work experience in a financial regulator is an advantage;

Effective negotiator and communicator, able to concisely articulate complex issues for

engaging different stakeholder groups;

Skillful in managing progress and performance, and providing steer to significant issues;

Good command of written and spoken English and Chinese;

Excellent interpersonal, leadership and organization skills, self-motivated and solutions oriented and able to work under pressure;

Keen and willing to work in a start-up style environment with all the flexibility that requires and level of change involved; and

Candidate with less experience may be considered as Senior Manager.

Remuneration Package

Rank and salary will be commensurate with qualification and experience. The initial appointment will be made on a fixed-term contract. A competitive remuneration and benefits package including discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered.
