Urban Renewal Authority

Manager, Procurement and Project Legal Services (3-year contract)

The Urban Renewal Authority (“URA”) is tasked to undertake, encourage, promote and facilitate urban renewal of Hong Kong in accordance with the provisions of the Urban Renewal Authority Ordinance and the Urban Renewal Strategy published by the Government. The URA adopts a comprehensive and holistic approach by ways of its two core businesses i.e. redevelopment and rehabilitation, as well as preservation, revitalisation and retrofitting, for creating a sustainable and quality living environment for the people of Hong Kong.
Responsibilities:
  • To organise and conduct tendering process and to seek approval for procurement of services, works and material supply contracts in accordance with the policies and procedures
  • To assess tender submissions
  • To prepare and review relevant documents for procurement and tendering
  • To advise divisions/departments on tendering and contracting matters
  • To draft and compile contract documents
  • To assist in drafting procurement related policies, procedures, manual and other documentations
  • To perform compliance checks
  • To assist in developing a sustainability policy for procurement
  • To conduct any other duties as assigned by the supervisor from time to time to meet the needs of the Authority
Requirements:
  • Bachelor’s degree holder in construction-related disciplines, preferably quantity surveying or civil engineering
  • Recognised MHKIS(QS) / HKIE qualification or equivalent
  • Minimum 6 years’ post-qualification OR 10 years’ relevant work experience in procurement of construction contracts
  • Experience in quantity surveying duties and drafting construction contracts is required.
  • Familiarity with the government contract forms and/or the NEC forms is required.
  • Exposure to contract management/ administration.
  • Working knowledge of property development and construction practices in Hong Kong
  • Experience in formulating green procurement and corporate sustainability policies would be an added advantage
  • Working knowledge of contract law and company law in common law jurisdiction is preferred
  • Good professional standard and ethics
  • Good communication skills and planning and control of work and time
  • Attention to detail
  • Possession of problem solving attitude and analytical thinking combined with flexibility
The appointment will be made on a 3-year fixed-term contract which may be renewable subject to the appointee’s performance, the Authority’s business needs and other relevant factors.
