Procurement & Contracts Manager - ERP (Change Management)

As part of the MTR’s digital transformation journey, the current Enterprise Resource Planning (ERP) system will be revamped with next-generation technology and automated workflow with an aim to enhancing efficiency, strengthening control and improving user experiences through automation, process re‐engineering and adoption of new technologies.
MTR’s Procurement and Supply Chain (P&SC) function oversees circa HKD 15 billion annual expenditure with over 6,000 suppliers across diverse categories of spend supporting its HK-based Business Units in Railway Operations, Properties and Corporate Services.
The new ERP system is a critical pillar of P&SC’s transformation program and will deliver enhanced digital experiences and new capabilities across source-to-contract, procure-to-pay and supplier management processes, and enable the function to realize its value and service delivery commitments to the Business.
Responsibilities
- Support and execute the ERP Programme Change strategy, collaborating with the project team on Procurement and Contracts related change management activities and integrating into the overall master project plans
- Develop and implement change management Strategies for P&SC to optimise and drive stakeholders’ adoption while ensuring sufficient resources and support for all the related change management and continuous engagement activities on the new modules and affected satellite systems in the enhanced end-to-end process landscape
- Engage P&SC leaders and their teams to plan, develop and implement Business Readiness Plan and related communication strategies for P&SC and relevant internal and external end-users, addressing dimensions of people, processes, data and system, to ensure a successful transition for end-users from existing to new ERP eco-system
- Identify and manage anticipated and persistent resistance while developing change management methodologies to minimize resistance, mitigate risks and toolkit to ease the adoption throughout the implementation and transition stage
- Manage the change portfolio and define success metrics to monitor change progress, measure user readiness
- Lead and develop communications plan to deliver procurement and contracts related changes to both internal and external stakeholders
- Partner with the project team and change management team to design training content and deliver P&SC specific ERP offline and online training programs to both internal and external stakeholders
- Plan and execute related ERP training activities and the supplier enablement activities throughout the pilot run and testing stages and strive continuous improvement initiatives to cultivate an efficient and effective workplace
- Provide guidance and support to P&SC change champions and agents in promoting a change culture and executing change management plans and deliverables as well as assist senior leaders and executives in effectively fulfilling their roles as change sponsors
- Work with the P&SC senior leaders and Center of Excellence (COE) to develop and regularly update the procurement policies, processes and procedures for procurement operations under new ERP solution and after solution go-live
- Manage the maintenance of detailed work plans, project progress, resource plans, risk identification and mitigation plans to integrate with PMO as well as weekly reports and overall KPIs for change management activities
- Degree in Business Administration or equivalent
- A minimum of 8 years' relevant experience, of which 3 years at managerial/senior supervisory level
- Proven experience in implementing change management Programs in the context of large-scale ERP system implementations (e.g., Oracle or SAP) and involving complex changes and transformation across different businesses and stakeholder groups
- Prior working experience in Procurement and Supply Chain Management is highly preferred
- Excellent communication, influencing and presentation skills, charismatic engagement style with ability to collaborate with management and stakeholders at different levels
- Fluency in English is required, fluency in Cantonese and/or Mandarin is an advantage
