OBJECTIVES OF THE PROGRAMME
The objective of the department of Operational Support & Services (OSS) is to ensure high quality, consistent and responsive managerial and administrative services to all programmes and staff in headquarters, and where relevant, to all regions of WHO, and to promote an efficient and collaborative customer oriented working environment to achieve results.
DESCRIPTION OF DUTIES
  • Lead development of policies, procedures, and administrative practices to ensure accurate recording of WHO assets in all offices globally, including both fixed and heritage assets.
  • Lead, design and implement effective controls to ensure accountability of assets and inventory.
  • Be responsible for the annual financial reporting of WHO's fixed assets (Property Plant and Equipment) for all offices worldwide.
  • Provide strategic advice and guidance on asset issues, aligned with WHO IPSAS policy and recommendations on policies and procedures to improve cost-efficiency.
  • Enhance policies, procedures, and administrative practices to ensure drivers safety and the cost-effective and safe use of WHO vehicles.
  • Provide functional and technical support to Regional and Country teams on fleet management, ensuring alignment with programmatic activities and wider organizational strategy.
  • Design and implement WHO IPSAS policy and procedures for the leasing of equipment and space (office, warehouse. and accommodation).
  • Develop, deploy, and guide all offices with an integrated system to Administer the collection, accounting, and reporting of the global WHO Inventories of, medicines, vaccines, and humanitarian supplies.
  • Ensure all data is consistent with the application and observance of the International Public Sector Accounting Standards (IPSAS) by providing clear definitions of reporting requirements, procedures, and control mechanisms to ensure compliance in all offices.
  • Review, analyse and implement recommendations of internal and external audit as well as any other external review bodies.
  • Perform other related duties as required.

REQUIRED QUALIFICATIONS
Education
Essential: Advanced university degree in accounting, finance or administration; CA,CPA, ACCA or equivalent.
Desirable: Masters degree in Business Administration (MBA) or equivalent.

Experience
Essential:
  • Minimum 10 years of progressively responsible experience in accounting, financial or related fields, including operational experience.
  • Experience in International Public Sector Accounting Standards (IPSAS) required or International Financial Reporting Standards (IFRS).
  • Minimum 5 years of experience in management at the supervisory level in an international setting.


Desirable:

Skills
Excellent ability in contract negotiations for goods and services. Excellent inter-personal, people management and communications skills, ability to manage. Significant and diversified financial, human and physical resources. In-depth knowledge of IPSAS accounting in the areas of fixed assets, leases inventory management accounting.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3678 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
