About the Division of Water:

The Division of Water collects, maintains, and provides water resource information. This includes administering surface and groundwater resource assessments, alleviating flood disaster damages, regulating floodplain areas, reviewing dam and levee projects, and educating the community about water efforts and conservation.



Role Overview
:

This position is one of the hydraulic engineer positions within the Dam and Levee safety program. Primary roles include reviewing applications for new construction of dams and modifications to dams and leading the inspection of State-owned hazard dams. Other tasks will include the use of hydraulic modeling for the creation of breach inundation maps and the review of private high-hazard inspection reports.


Salary Statement
:

The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience.


A Day in the Life:
The essential functions of this role are as follows:
  • Provide senior level technical expertise and oversee technical staff’s review of hydrologic and hydraulic modeling submittals in support of permit applications.
  • Review construction plans, specifications, design reports, and technical data for engineering elements.
  • Coordinate and track of all activities related to the Division’s FEMA Cooperating Technical Partner Program including preparation of Mapping Activity Statements and consultant selections.
  • Coordinate the Letter of Map Revision review partners program through FEMA and ensure engineering reviews are completed per FEMA requirements.
  • Advise senior leadership, local officials and other stakeholders on issues related to Fluvial Erosion in streams, including review of ongoing erosion problems, reviewing possible solutions and remediation, and reviewing or preparing mapping related to identifying Fluvial Erosion hazard zones. Develop and review hydrologic and hydraulic work product associated with, floodplain mapping studies, FARA’s, floodway permit applications, and dam and levee safety permit applications.
  • Facilitate team field inspections and office meetings related to county drainage projects.
  • Participate in team inspections and report development for State owned high hazard dams, and as needed on other dams.
  • Work with State agency owners and non-State dam and levee owners to advise on meeting design standards, and to improve routine repair, maintenance, and operation to enhance overall safety.
  • Advise and direct during emergency conditions on streams, lakes, dams, and levees.
  • Prepare well-written reports, letters, and memos on findings.
  • Presenting program area information in public forums and seminars.
  • Develop and document technical evidence for enforcement activities.
  • Providing expert testimony for legal and legislative initiatives.
  • Manage human and financial resources.
  • Communicate with permit applicants to assure regulatory program compliance.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:
You must meet the following requirements to be considered for employment:
  • Bachelor of Science degree in civil, environmental, or agricultural engineering with an emphasis around surface water hydrology, hydraulics, and drainage.
  • Must be registered as a Professional Engineer in Indiana.
  • A minimum of five (5) years of responsible hydraulic engineering work experience. A Master's Degree may substitute for one (1) year of work experience provided the remaining four (4) years are under the supervision of a registered Professional Engineer. A Doctorate may substitute for two (2) years of work experience provided the remaining three (3) years are under the supervision of a registered Professional Engineer.
  • Broad knowledge in hydrologic and hydraulic engineering, or experience in regulatory review of engineering plans.
  • Broad knowledge of the principles, practices, theories and methodologies of water resources engineering and field inspection practices.
  • Ability to adapt to changing engineering practices and technologies in the field of hydrology, hydraulics, dam safety and floodplain mapping.
  • Ability to recognize failure mechanisms of earthen embankments.
  • Ability to formulate new methodologies and developing long-term strategies.
  • Expert knowledge of the Flood Control Act permitting process.
  • Expert knowledge of Floodplain Mapping Layer and FEMA Flood Insurance Rate Maps.
  • Ability to solve complex problems and make recommendations on solutions.
  • Ability to write accurate and detailed technical reports.
  • Ability to identify complex problems and review related information to develop, evaluate options, and implement solutions.
  • Ability to make sound, well-informed, and objective decisions that positively impact the program.
  • Ability to delegate work, set clear direction, and manage workflow.
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
