Job Summary
Fingal County Council is seeking applications from suitably qualified candidates with relevant experience for the position of Building Facilities Manager.
The role of a Building Facilities Manager with Fingal County Council comprises responsibility for the maintenance and upkeep of all Corporate Buildings to ensure that all aspects of the buildings are to a suitably high standard, ensuring they are a safe, comfortable and engaging environment for the staff to work from, for the public to access for services and to hold events. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel.
He / she will also be required to streamline Planned Preventative maintenance and Asset Management programmes across our Corporate Buildings. The Council is certified to the ISO 50001 standard for Energy Management and the Facilities Manager will be a key member of the Energy Management Team, which works on energy related projects to improve energy efficiency throughout our property portfolio.
Qualifications and Requirements of the Post
CHARACTER
Each candidate must be of good character.
HEALTH
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
EDUCATION, TRAINING, EXPERIENCE, ETC.
Candidates must on the latest date of receipt of completed application forms have:
- Have successfully completed a registered apprenticeship as a plumber or electrician under FAS / SOLAS (QQ1 Level 6 Advanced Certificate), and
· Have achieved a QQI Level 7 qualification subsequently in a relevant discipline of Facilities or Asset Management, and
· Have obtained at least five years satisfactory experience working with a level of responsibility commensurate to the position advertised in the area of Facilities or Asset Management
OR
- Have achieved a B. Eng Tech., B.Sc., B.E., or M.E. (no degree less than Level 7), in Electrical / Electronic, Engineering, Mechanical Engineering, Building Services Engineering, Energy Systems Engineering, Energy Engineering, or Facilities Management and
· Have obtained at least five years satisfactory experience working at a level of responsibility commensurate to the position advertised in the area of Facilities Management.
It is desirable but not essential that candidates:
- Hold a current Safe Pass Card
Desirable Skills & Experience the ideal candidate for the position shall have:
- Satisfactory relevant experience in a similar role.
- Demonstrate a record of achievement as a Building Facilities Manager for a period of at least 5 years, ideally with multiple buildings containing offices.
- Experience of Total Facilities Management and Asset Management systems.
- Ability and proven experience of developing effective relationships with multiple stakeholders.
- Have extensive experience with the maintenance and improvement of Mechanical and Electrical, Heating and Water drainage systems in large buildings and complexes including Fire Safety and UPS.
- Be able to work within multi-disciplinary teams and independently as required in dealing with Contractors and tenants.
- Possess good IT skills including maintenance of detailed records/statistics and preparation of clear performance reports. Practical knowledge of BMS is essential.
- Have a track record of recording and evaluating energy, water and waste and the deployment of systems to reduce their cost and impact.
- Have the ability to troubleshoot and respond to emergency breakdowns in electrical and mechanical systems in the event of fire, flood, break-ins and accidents.
- Have good knowledge and awareness of Health and Safety Legislation and Regulations; the implications for the organisation and the employee; and the application of safety management in the workplace.
- Have systematic understanding of relevant Building Regulations.
- Demonstrate flexibility in terms of working hours as the duties can involve working outside of normal working hours as required.
- Demonstrate effective people management skills.
- Have excellent planning and organisation skills with strong attention to detail.
- Be a good communicator, both verbal and written.
- Be self-motivated with a record of demonstrating initiative judgment and problem solving in a workplace environment.
- Hold a valid Irish/EU full driving licence for class B vehicles or a licence acceptable to NDLS for exchange, free from endorsement and disqualification and access to their own car at all times.
