Tallaght University Hospital (TUH) is one of Ireland’s largest acute teaching and learning hospitals, with adult, psychiatric and age-related healthcare on one site. The Hospital has 470 inpatient adult beds, 74 onsite day beds for Dialysis, Oncology, Infusion, Hematology, Cardiology, Bone & Joint and minor surgery services. The Hospital also has a Day Surgery Centre located near the Hospital which has four theatres and 25 bays for elective surgery. There are an additional 61 offsite beds under its governance. The Hospital is staffed by over 3,500 people with 64 different nationalities represented on the team.
The Hospital is a provider of local, regional and national specialties. It is a designated trauma unit incorporating the National Pelvic and Acetabular Unit, a national Urology Centre and the second largest provider of renal dialysis services in the country.
One of the two main academic teaching hospitals of Trinity College Dublin - TUH specialise in the training and professional development of staff in areas such as Medicine, Nursing, Health & Social Care Professionals, Emergency Medicine and Surgery, amongst many others. TUH is part of the Dublin Midlands Hospital Group which serves a population of over 1.2 million across seven counties.
The Hospital is an exciting and dynamic place to work, in the midst of implementing a new hospital strategy, the team have already delivered on the opening of a new Renal Dialysis unit, Reeves Day Surgery Centre, a step down facility in the community, a new ICU and the development of a supraregional Endometriosis Service. Purpose of the Role:
The Health and Social Care Professions (HSCP) Manager will hold overall responsibility and be accountable for the standards of practice and service delivery for specific Health and social Care professions in Tallaght University Hospital and will also hold responsibility for integration between the Hospital and Community services.
In order for the hospital to plan for the increase in demands on services it is essential that a strategic plan is implemented that includes both hospital and community services. In order to provide quality, effective and efficient care for the expanding population it is important to have a collaborative approach to delivery services across hospital and Community Health Organization (CHO). Health and Social Care Professions (HSCP’s) have led the way in the integration of services with the community in recent years, with many successful projects being implemented.
The Head of HSCP and Integrated Care, in this role, will be the coordinator of hospital services between hospital and community (CHO), to ensure that current and future services developments are optimized to the maximum level. A whole system approach is required to develop a framework that can be embedded into the hospital and community that will allow for a more seamless patient journey.
There is a growing expectation that care is delivered at the lowest level of complexity possible in a highly coordinated manner across acute, primary, community and social care settings. Integrated care also requires a change in emphasis from curative to preventative care and seeks to make sure the majority of care is delivered by primary and social care services in the community. For TUH this will involve building upon existing models of care and adopting best practice principles already established through HSE Clinical Programmes. Other work streams will take advantage of digital enablement to re-think the way we deliver services. The head of HSCP and Integrated Care will work in partnership with patient representatives, GPs, community care organisations and other hospitals to ensure the objective of treatment at the lowest appropriate level of complexity is realised.
Qualifications & Experience required
Qualifications
Must have:
- Relevant professional qualification in one of the Health & Social Care Professions
- Degree in healthcare management or equivalent Management 3rd level qualification
- 5 years’ relevant Senior Management experience
- Possess the requisite knowledge, skills and attributes to manage a complex function including an ability and the capacity to discharge the administrative functions of the post
- Proven track record in change management and have successfully delivering quality improvement projects.
- Master’s Degree
- Excellent interpersonal and communications skills.
- Comprehensive IT and Analytical skills
- A high capacity for responsibility and individual initiative.
Working Hours
Normal working hours are 35 worked over five days. As part of the Operations Senior Leadership Team you will also be required to work onsite at weekends on a rostered 5/7 basis . Your contracted hours of work are liable to change between the hours of 8am to 8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework.
General Accountability

- Maintain throughout the hospital an awareness of the primacy of the patient in relation to all hospital activities.
- Together with other Clinical Executives and other Senior Managers/Clinical Directors provide leadership for all staff in achieving the mission, values and strategic objectives of the hospital.
- Be an advocate for all HSCP’s in Tallaght University Hospital and in the wider health service environment.
- Promote continuing education and research activities and ensure structures are in place for professional development for staff in the Health & Social Care Professions.
- Participate in developing and implementing programmes based on quality assurance, risk reduction and audit.
- In collaboration with the Clinical Directorates, promote an inter-disciplinary approach to patient care and efficiency in the use of clinical resources.
- To identify and develop long-term service needs for HSCP’s through the development of a strategic plan, in line with the Hospital’s strategic priorities.
- To maintain and prepare reports as may be required by Executive management Team.
- Drive service modernisation and process re-engineering to reduce inefficiency and streamline patient pathways from a Health and Social Care Professionals perspective.
- Ensure the strategic development of a patient flow service which is safe, efficient and effective and which plays a major contributory role in the achievement of Hospital priorities and targets.
- Co-design integrated care models with patients and families for all specialties and supporting services to ensure they receive high quality care and a positive
- experience in the right place, delivered by the right people at the right time
- Quantify the benefit of these models in terms of improved access and quality of care

- Work closely with Clinicians and Heads of Service to ensure that national standards are delivered and support managers to implement programmes of change, including the National Clinical Programmes.
- Determine information needs and ensure the relevant departments (ICT and finance) are fully aware of the infrastructure required to ensure appropriate timely data collection mechanisms are in place to support capacity and demand analysis.
- Completion of relevant training and availing of supports in the Leadership Academy including coaching, mentoring and leadership development as applicable.
- Assist in implementing major organization change initiatives at the Hospital.
- Assist in reviewing and evaluating the efficiency of organizational provisions applicable at the Hospital.
- Assist in developing and implementing an ongoing organization development programme at the Hospital in line with the Strategic Development Plan and the Clinical Directorate model.
- Actively pursue resource value for money initiatives and efficiency measures aimed at positively contributing to the objectives of the Hospital.
- Assist and support the establishment and implementation of staff development programmes to include Management Performance evaluation and Personal Development schemes
- Ensure regular personal development and work planning meetings for all heads of Health & Social Care Professions in the Hospital
- Develop, in consultation with individual departments, a system of Audit and Quality Assurance.
- Ensure that any improvement actions are financially viable whilst also being clinically sustainable.
- Provide management of clinical services utilizing evidence-based practice.
- Ensure that risk registers are developed and maintained
- Assist managers in identifying risk management, quality, safety and audit processes appropriate for their own areas of service provision
- To work closely with Clinical Directorate team and Director of Quality Safety & Risk Management, to organize and assure implementation of all Hospital and external QSRM policies, procedures and requirements pertinent to services / operations at the Hospital,
- To develop, implement and continuously review operational and other practices of the Department to assure that they are in conformance with or exceed mandatory and / or best established guidelines,
- To promote and effect a Continuous Quality Improvement (CQI) environment for the department in line with existing and future regulatory requirements.
- To collate, disseminate and communicate relevant information / data on operational effectiveness and excellence, including to meet or exceed targets
- To ensure effective and two-way communication with clinical business units (Clinical Directorates) and Clinical Support Services.
- Create and promote open communications, healthy working relationships, and stimulate initiative among the HSCP team
- To undertake any other duties and take responsibility for additional functions and areas as may be determined from time to time by the Chief Operations Officer or designate

- Provide operational, strategic and professional leadership to HSCP teams across all TUH locations to deliver high quality, patient-centered services
- Develop, implement and evaluate plans for the Health & Social Care Professions which are consistent with and enhance the Hospital’s mission, values and strategy.
- Operationally and professionally line manage HSCP professional leads.
- Appraise the executive management and senior management teams on HSCP clinical service delivery and the impact of service developments at local and national level as appropriate.
- Develop operational plans which make best use of available resources, that strategic objectives, performance indicators and information, referral and data recording processes are appropriate, and that there is collaboration across the Health & Social Care Professions with respect to operational planning and utilization of resources.
- Co-ordinate the strategic development and delivery of services across the hospital through active engagement with CHO/ community based agencies.
- Ensure resource planning is coordinated across the Health & Social Care Services.
- Develop processes of workforce planning which are linked to patient and population health needs and that there is collaboration with community managers and primary care providers in this regard.
- Represent hospital in advancing clinical pathways by working collaboratively with enhanced community care programmes, integrated care for older persons, community network teams and chronic disease hubs.
- Represent hospital in improving rehabilitation pathways through close collaboration with key stakeholders, including South Dublin and the Midlands Health Region and neighbouring health regions
- Be responsible for, and have oversight of, financial and human resource allocation
- Collaborate with other providers of hospital services including, St. James’s and Naas Hospitals and Peamount Healthcare to develop the most effective pathways of care.
- Maintain and develop strong working relationships with external partner organisations e.g. National HSCP Office, HSE Dublin and Midlands, Higher Education Institutes (HEIs).
- To be responsible for assisting each head of professional service to devise operational policies, practices and procedures in their departments to help reduce and minimise costs, raise standards and generally ensure efficient use of resources.
- Promote and ensure effective liaison between Health & Social Care Professions and other professions and clinical service areas across the Hospital and community.
- Under direction of the Chief Operations Officer he/she will work with the Clinical Directors and Director of Nursing & Integrated Care to ensure that staff are allocated in the most appropriate way to meet the needs of patients in line with agreed strategic objectives.
- Work with the Human Resources Department to ensure that staff within the Health & Social Care Professions are recruited and retained in line with best practice.
- Develop programs with primary care and other acute providers to ensure that Hospital resources are used effectively and that patient need is met in the most appropriate setting.
- Ensure that an appropriate Health & Social Care Professions budget is agreed and implemented, taking account of clinical needs and professional development.
- To manage the financial demands, by ensuring the most effective use of available resources by planning for requirements, by maintaining budget control in keeping within the hospital financial targets.
- Support changes in work practices in line with new ways of working
- Manage and update the directorate Risk Register
- Champion audit and research within directorate.
- Support CPD and clinical placement models.
- To develop and implement a comprehensive training, education research and innovation agenda.
- Act as a champion for digital transformation projects in TUH
- Assist in the integration of application software to support the operational and management systems
- Make the most effective and efficient use of developments in information technology for both patient care and administrative support in a manner which integrates well with systems throughout the organisation.
- Collect, interpret and present data and information on the Department’s activities, staffing and expenditure, as required.
- All employees have responsibility for Hygiene awareness. Hygiene is defined as “The practice that serves to keep people and environments clean and prevent infection.”
- All employees also have a responsibility under their terms of employment to prevent transmission of infection and to follow the hospital infection control policies and guidelines as outlined in the Infection Control Manual.
- All employees must be aware that they work in an area where there is potential for transmission of infection.
- All employees have a responsibility to follow hand hygiene guidelines as this is the single most important intervention to prevent the transmission of infection
- All employees must comply with the Safety, Health and Welfare at Work Act, 2005.
- Comply with relevant Health and Safety responsibilities as outlined in Hospital Polices, Protocols and Procedures relevant to your area.
- Take reasonable care to protect your own safety, health and welfare and that of any other person who may be affected by your acts or omissions at work.
- Support the delivery of the Quality, Safety and Risk Management Programme, including the appropriate identification and management of risks and incidents throughout the hospital.
- Ensure compliance with the obligations required by the Data Protection Act 2003.

- Healthcare Structures are currently under review and therefore, reporting relationships may change. The development of Health Regions may require the post-holder to adopt a different reporting relationship and additional accountabilities. Full consultation will take place in advance of any such change.
Reward & Recognition
- Remuneration is in accordance with the Department of Health Consolidated Salary Scales, grade code 0041. (1st June 2024).
- The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year.
- The appointment is full time, permanent and pensionable.

SUPPLEMENTARY INFORMATION
Age Restrictions In Relation To Applications
Age restriction shall only apply to a candidate where he/she is not classified as a new entrant
(within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004).
A candidate who is not classified as a new entrant must be under 65 years of age on the first day
of the month in which the latest date for receiving completed applications for the office occurs.
Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health as would indicate a reasonable prospect of ability to render regular and efficient service.
Garda Vetting
Garda vetting is sought for all employees and prospective employees of Tallaght University Hospital. Given the specialised nature of the services provided, your appointment will be subject to satisfactory Garda vetting and re-vetting in circumstances where the Hospital deems it appropriate. The Hospital will then process the necessary documentation to endeavour to obtain the satisfactory Garda clearance for you. You are obliged to disclose previous and any criminal convictions acquitted during the course of your employment. Should the Hospital obtain information from the Garda vetting unit to indicate that your Garda clearance report is not satisfactory and / or if you have supplied the Hospital with false or misleading information in relation to your Garda clearance status, the Hospital reserves the right to withdraw or terminate the contract in accordance with Tallaght University Hospital Garda vetting policy.
Point on Salary Scale
New appointees to any grade start at the minimum point of the scale. Incremental credit will be applied for recognised relevant service in Ireland and abroad (Department of Health Circular 2/2011). Incremental credit is normally granted on appointment, in respect of previous experience in the Civil Service, local authorities, health service and other public service bodies and statutory agencies.
Probation
The probationary period may be extended at the Hospital’s discretion but will not in any case exceed 9 months. Confirmation of your appointment as a permanent member of staff is subject to the successful completion of the probation period. Termination of this agreement within the probationary period shall be at the discretion of the Hospital, in accordance with the Minimum Notice and Terms of Employment Act, 1973 - 2001.
Termination of Employment
The employment may be terminated at any time by one months’ notice on either side except where circumstances are dictated by the Minimum Notice and Terms of Employment Act 1973/91. The Management’s right under this paragraph shall not be exercised save in circumstances where the Management is of the opinion that the holder of the office has failed to perform satisfactorily the duties of the post or has misconducted himself/herself in relation to the post or is otherwise unfit to hold the appointment.
Sick Leave
- There is provision for sick pay at the Hospitals discretion, subject to the regulations and details found in the Staff Handbook/ Personnel Policy Manual, as per the Hospitals sick leave policy.
- In the event of absence from work, you are required to contact your Manager/Supervisor within one hour of starting time on the first day of absence, while a Medical Certificate is required for any illness lasting in excess of two days. Failure to comply with the sick leave policy may result in a loss of pay for the period of absence and may also incur disciplinary action.
There are three superannuation schemes currently in operation for staff in Tallaght University Hospital:
(a) Voluntary Hospital Superannuation Scheme (Non-New Entrant)
(b) Voluntary Hospital Superannuation Scheme (New Entrant)
(c) Single Public Service Pension Scheme
Please read carefully the summary of the criteria for the three superannuation schemes below. This will assist you in identifying which scheme membership is applicable to your employment circumstances.
(a) If you have been continually employed in the public service prior to the 1st April 2004 and you have not had a break in service of more than 26 weeks, you will be included in the Voluntary Hospital Superannuation Scheme (Non-New Entrant) with a Minimum Retirement Age of 60 and a Maximum Retirement Age of 65.
(b) If you have been continually employed in the public service post the 1st April 2004 and you have not had a break in service of more than 26 weeks, you will be included in the Voluntary Hospital Superannuation Scheme (New Entrant) with a Minimum Retirement Age of 65. There is no Maximum Retirement Age.
(c) If you have commenced employment in the public service as a new entrant or you are a former public servant, returning to the public service after a break of more than 26 weeks, you will be included in the Single Public Service Pension Scheme effective from the 1st January 2013 with a minimum retirement age of 66 (rising to 67 and 68 in line with state pension changes). The maximum retirement age under this scheme will be age 70.

Mandated and Designated Persons under Children First Act 2015
Schedule 2 of the Children First Act 2015 specifies the classes of persons defined as Mandated Persons for the purposes of the Act. This includes a range of disciplines that are employed by the hospital including all medical practitioners, registered nurses, physiotherapists, psychologists, social workers and others. This includes staff working in adult services. All mandated persons have two main legal obligations under the Children First Act 2015. Mandated persons, under the legislation are required to report any knowledge, belief or reasonable suspicion that a child has been harmed, is being harmed, or is at risk of being harmed. The Act defines harm as assault, ill-treatment, neglect or sexual abuse, and covers single and multiple instances. Mandated persons are also required to assist Tusla, if requested, in assessing a concern which has been the subject of a mandated report. Designated Officer are required to receive reports of suspected child abuse or neglect from any person who is of the opinion that (a) a child has been or is being assaulted, ill-treated, neglected or sexually abused, or (b) a child’s health, development or welfare has been or is being avoidably impaired or neglected.
