Job Description
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Information Technology Bureau (ITB) plays an integral role in establishing the NYPD as one of the leading counterterrorism and crime-fighting forces in the nation, developing and implementing cutting-edge technology to support strategies, programs, and procedures that promote safety, efficiency, and effectiveness.

The Bureau provides the department with state-of-the-art technological support, building a leading IT and telecommunications infrastructure. ITB comprises six divisions, each with its own specialized directive, which report directly to the Deputy Commissioner, Information Technology. The six divisions are: Administration, which handles issues pertaining to personnel, investigations, telecommunications and asset management; Fiscal Affairs, which handles budgeting, grants and procurement; Strategic Technology, which oversees information security for the entire department, mobility projects, and a vast assortment of applications and databases; IT Services Division, which maintains networks, servers, and mainframes and oversees customer support; Life-Safety Systems, which administers the Electronics Section, e911 Systems, and the Public Safety Broadband Section; and the Communications Division, which oversees New York City's 911 call centers and maintains tapes and records of all 911 calls.

The Information Technology Bureau oversees a multitude of projects and has rolled out numerous technological initiatives. All members of the service have been assigned NYPD email addresses, and all uniformed members have received department smartphones, equipped with official investigative applications and tools, such as language translators and traffic/mapping capabilities. Additionally, the NYPD has been equipping marked department vehicles with detachable tablet devices, enabling greater portability and efficiency.

As part of an ITB-led pilot program, dozens of officers are currently equipped with body cameras, a program which will eventually span the entire department, establishing a level of transparency never before available in the NYPD. The Information Technology Bureau is also in the midst of an ongoing upgrade of the computer hardware of every command as well as the fiber-optic cabling that supports department systems. Efficiency and speed have also been improved dramatically by the introduction of new applications which digitize department forms and worksheets – a process which is rendering paper obsolete.

Under the direction of the Commanding Officer, Life-Safety Systems Division, with latitude for independent initiative and decision making, the Manager of Radio Repair Operations (MRRO) acts as a technical contributor amongst SRRO and RRM staff, the MRRO manages, oversees, and directs the daily functions of the Electronics Section, comprised of uniform and civilian technical staff that are responsible for radio system engineering, Department radio fleet portables, mobiles, fixed stations, point-to-point microwave back-haul, broadband, 4G LTE, radio network operations, mobile installation within Department vehicles, motorcycles, marine vessels, specialty tactical vehicles and Tier 2 support for aviation aircraft communications; as well as enhancing and preserving the radio communications continuity and support of the 911 Public Safety Answering Centers (PSAC I and PSAC II) systems and the maintenance of all related radio communication equipment involved. The Manager of Radio Repair Operations provides input in the development, formulation and implementation of program policies and procedures regarding new technical procedures, new communications and repair requirements. This position oversees, implements and reviews complex radio and wireless communications systems for the New York City Police Department's Radio Communications Infrastructure Section, divided into four units – 911 Public Safety Answering Center I and II (PSAC I and PSAC II), Queens Radio Shop, and Engineering/FCC Regulatory. The Manager of Radio Repair Operations acts as a liaison with agency personnel, Federal, State, and City agencies and with private industries concerning latest developments in the communication field. This position works with vendors in providing various training to staff as well as creating internal training materials, ensuring staff is sufficient and knowledgeable in maintaining and troubleshooting network related issues. The Manager of Radio Repair Operations attends various meetings and forums, weekly engineering meetings with his/her technical staff, as well as attending meetings with outside vendors and executive level personnel to create strategies for implementing new projects and to provide input regarding equipment and NYPD radio communications issues.


Minimum Qualifications


A Federal Communications Commission Radio Telephone General Class Operator's License with a radar endorsement, and
1. Nine years of recent experience in the repair and maintenance of communications equipment, at least 18 months of which must have been in an administrative, managerial or supervisory capacity; or

2. Education and experience equivalent to "1" above. Six months experience will be credited for each year of education acquired in an approved trade or vocational high school, college, or training program in electronics, electrical engineering or a related field, up to a maximum of eight years of education for four years of experience. However, all candidates must have the 18 months administrative, managerial or supervisory experience noted above.

License Requirement
A motor vehicle Driver License valid in the State of New York.


Preferred Skills


This position requires an extensive knowledge of all aspects of radio repair and maintenance and strong technical leadership, administrative, and managerial skills to plan, implement, and evaluate programs and procedures impacting the New York City Police Department’s communications system. The candidate must be proficient with radio repair and maintenance and have experience supervising subordinates and instructing them in proper maintenance and radio repair techniques. The candidate must have experience in the design, installation, and maintenance of communications systems and be knowledgeable about advances in technology that might enhance the radio communications operations of the New York City Police Department.
