In line with our new strategy, Td H NL is in the process of establishing three thematic programmes under which our portfolio of humanitarian and development projects and programmes will be managed. These are: 1. Child Labour, 2. Sexual Exploitation of Children, and 3. Humanitarian Action. Our programmatic work is supported by two cross-programmatic units: Programme Development and Quality (PDQ), and Research, Expertise and Influencing (REI). Aligned to our new strategy, and based on many years of experience as a child rights organisation, we aim to consolidate our expertise and programme management, informed by research, to bring about sustainable and systemic change in the lives of children, and to hold duty bearers accountable.



The focus of Td H NL regarding humanitarian action is on child protection in emergencies (CPi E), with a particular focus on the protection of children from exploitation.



Position Summary



Terre des Hommes Netherlands is looking for a Child Protection in Emergencies Expert, full time, to be based in The Hague. This role will provide technical support to our child protection work in humanitarian emergencies, in alignment with the Global Strategy 2030. The initial contract period will be for one year with the possibility of extension. The position holder reports to the Head of Programme - Humanitarian Action.

The Child Protection in Emergencies Expert has a key role in the provision of child protection technical expertise including in child exploitation to the humanitarian action programme of Td H NL. Specifically, the position holder will be responsible for technically supporting Td H NL country offices, and partners implementing Td H NL supported projects. The Child Protection in Emergencies Expert will contribute to Td H NL internal technical approaches and tools and design technical standards for the humanitarian action of Td H NL.
This is a new role within the organisation: in the first year, the position holder will consolidate the internal technical standards and tools, identify the capacity building needs, provide capacity building support to Td H NL humanitarian teams in the Td H NL country of operations and to our partners.
Up to 50% travel to Td H Netherlands countries of operation will be required.


Core Responsibilities



Strategic, technical and programmatic responsibilities

  • Supports the development of technical tools and guidelines on child protection and child exploitation for the successful implementation of the humanitarian action thematic programme of Terre des Hommes Netherlands;
  • Provide technical input for quality program and project design and closely collaborate with the project design team and resource mobilization colleagues throughout the design process;
  • Support quality program and project implementation by providing technical support to the Td H NL country offices as well as our implementing partners - periodic meetings with partners, programmatic visits, involvement in monitoring and evaluation activities and developing strategies to continuously improve program quality;
  • Support research, monitoring and evaluation to test and refine technical standards in collaboration with research expertise and influencing (REI) and program development and quality (PDQ) colleagues;
  • Contribute to knowledge building and knowledge sharing both internally and externally, including through supporting countries and partners in documenting lessons learned and best practices;
  • Review technical reports submitted by the country offices as well as implementing partners;
  • Contribute to strategic planning, scale up evidence-based practices on Td H NL humanitarian action;
  • Initiate new concepts and Ideas that support the strategic ambition of Td H NL in humanitarian action.


Safeguarding
  • Conduct safeguarding assessments for each partner Td H NL cooperates with;
  • Ensure capacity building of partners based on the identified capacity needs;
  • Regularly monitor partners' implementation of safeguarding plans;
  • Work closely with Td H's global safeguarding colleagues and national safeguarding focal points and support the rollout of global safeguarding plans in all Td H NL humanitarian projects and programs.;
  • Analyze quality gaps in the implementation of safeguarding by partners, identify possible solutions, and implement them.


Capacity building
  • Actively identify capacity building and technical support requirements of Td H NL country offices and partners in collaboration with humanitarian programme managers, country managers and the PDQ;
  • Strengthen capacity of our country offices and partners to deliver quality humanitarian programming. This requires continuous mentorship, organising technical workshops/trainings/webinars/events and continuous documentation and circulation of learnings to Td H NL staff and partners;
  • Ensuring relevant standards such as the Minimum Standards for Child Protection in Humanitarian Action (CPMS), The Sphere Standards, and Safeguarding Standards are fully integrated to Td H NL and its partners humanitarian responses.


Representation and advocacy
  • Represent Td H NL and the Humanitarian Action programme in relevant technical working groups, thematic alliances and other events;
  • Actively provide input and support to the humanitarian advocacy and communication work of Td H NL by closely working with the Head of Programme - Humanitarian Action, REI and communication colleagues.


Core Knowledge & Skills



The Child Protection in Emergencies Expert is expected to be a strong technical expert with a track record of achievement in delivering quality programs and technical support in child protection and safeguarding in humanitarian settings. A strong understanding of child protection principles, practices and policy priorities is required. The position holder should have extensive experience in developing tools and approaches, capacity building and mentoring on child protection and safeguarding in humanitarian settings.



Additionally, we seek:

Education & Experience


  • Bachelor's degree in relevant field of studies such as Child Protection, Safeguarding, International Development, Social Work, Child/Human Rights or a combination of academic training and experience to an equivalent level;
  • Minimum of 5 years experience in child protection in humanitarian emergency contexts such as refugee settings, IDP settings and in a conflict setting;
  • Strong Technical knowledge in a combination of relevant areas: child protection, child exploitation, mental health and psychosocial support and humanitarian assistance;
  • Field experience preferably in major humanitarian contexts in Africa, Asia and middle east;
  • Strong background in technical tools development and capacity building;
  • Experience in child exploitation and child participation programming;
  • Experience in applying specific child protection methodologies in CP programs such as Team Up and storytelling;
  • Speaking Dutch is a plus.
