Kōrero mō te Tūranga - About the Role
The Manager Strategic & Treaty Policy is a newly created position within our Strategy, Insights and Evidence directorate in MPI's Policy and Trade branch, bringing the exciting opportunity to design a work programme and embed the team culture.
This team are responsible for providing policy advice to the Ministry's Senior Leadership Team, the Minister of Agriculture and other relevant Ministers on the strategic opportunities and risks to the primary sector with Māori at the heart of this strategic vision.
Your team will design strategic frameworks and collate, assess and communicate insights that can inform New Zealand's response to opportunities and risks, and ensure the primary industries adapt in ways that are productive, sustainable and inclusive.
You will provide support and input on work across the Policy and Trade branch and other parts of MPI and externally engage with iwi and stakeholders, including industry representatives. You will be working with a diverse range of stakeholders, sometimes in pressure situations, meaning your communication and negotiation skills will be second to none.

We are looking for an experienced leader who is agile and can respond to to changing priorities and will lean into ambiguity.
To be successful, you will be able to demonstrate::
- Proven experience in managing and developing staff
- Well developed Treaty capability skills
- Excellent understanding of the machinery of government, including experience within government or related organisations including experience with government policy and regulatory processes
- Expertise in providing policy advice to Senior Management Teams and Ministers
- Skilled stakeholder engagement and ability to relate with a wide range of people
- Appreciation of the Ministry's business environment, its strategic priorities, strengths and weaknesses
- Proven experience in developing and delivering strategies and plans involving groups with multiple, and at times competing, interests
The Policy and Trade Branch provides sector-level strategic thinking and evidence-based advice for effective government decision-making for systems related to agriculture, forestry, fisheries, biosecurity, food, animal welfare and rural communities.
Reporting to the Director Strategy Insights & Evidence, the Manager Strategic & Treaty Policy is a key member of the directorates leadership team and will play a pivitol role in embedding recent change.
The Strategic & Treaty Policy team leads key projects that capture insights on trends, opportunities and threats on the horizon to inform strategic direction. The sector is configuring itself to lead in the context of significant change over the next 20 years.

Low level Security Clearance
most preferably a New Zealand citizen, who has resided continuously in New Zealand for at least the last five (5) years, OR
is a citizen of, and/or has resided continuously in one or more of the following countries for the last five (5) years: either Australia, Canada, New Zealand, the United Kingdom (UK) or the United States of America (USA); and has a background history that is verifiable and can be assessed as appropriate by the New Zealand Security Intelligence Service (NZSIS) towards a recommendation of suitability for a security clearance at this level.
