The Emissions Trading Scheme (ETS) Operations Team manages the operations of the ETS, supporting people participating in the ETS and carbon market while enhancing confidence in the ETS as a tool for reducing carbon emissions.

About the Role | Mō te tūnga
The EPA is seeking a positive and experienced Senior Analyst to join our Emissions Trading Scheme (ETS) Operations team in Wellington.

If you thrive on providing top-level analysis and advice and have an eye for process improvement that supports both business as usual and change initiatives related to the ETS and the New Zealand Emission Trading Register, this role is perfect for you.

The ETS Operations team is a small team, so we are looking for a well-rounded Senior Analyst who is a team player, not afraid of getting their hands dirty with the more transactional aspects of the role that ensures the ETS runs efficiently and smoothly.

Key Responsibilities:

  • Deliver high-quality analysis and advice to inform decision making for the ETS and New Zealand Emission Trading Register.
  • Produce timely and accurate reporting to inform the ETS market.
  • Respond to data requests
  • Work collaboratively with a team of like-minded analysts, thinking strategically and solving problems.
  • Mentor and coach other analysts, sharing your expertise as needed.
  • Assist with the legislative development process.
  • Build and maintain trusted relationships with a diverse range of stakeholders, including government colleagues and suppliers.
  • Provide guidance and help to resolve issues for ETS participants.
  • Ensure processes are documented and consistently followed while looking for opportunities to improve them.
  • Work with other team members to make sure ETS returns and applications are processed in a timely manner to ensure that statutory timeframes are met.

If you have some or all the skills and capabilities below, we would love to hear from you:

  • Experience as a senior analyst, particularly in roles involving complex legislation.
  • Expertise in collecting and analysing large data sets.
  • The ability to think proactively and operate at a senior level.
  • High level of proficiency in the collection and analysis of information, identifying options and making recommendations.
  • Strong team player with a collaborative mindset.
  • Willingness to engage in transactional tasks as required.
  • Experience in process improvement, risk management, and policy analysis.
  • Ability to build effective relationships quickly and provide clear guidance to stakeholders.
  • Ability to work effectively and advocate positively in wider cross-government systems.
  • Knowledge of the Emissions Trading Scheme (ETS) and Climate Change Response Act (desirable)

Salary range

$83,724 - $125,586 per annum (midpoint $104,655). This is the full salary range. Appointments are made within the range depending on skills and experience.
