Behavioral Change and Communications Advisor

Job Summary
The AAWAZ II programme focuses on social inclusion, and protecting the rights of women and children. Partnering with the CARE consortium, the initiative leverages CARE's expertise in preventing gender-based violence (GBV) and child marriage. The programme aims to foster social norms change. AAWAZ II promotes community engagement, and capacity building to enhance civil society's ability to influence policy and protect vulnerable populations. Through coordinated efforts, the programme seeks to drive legislative and policy changes to support social cohesion and inclusion.
The Behavioral Change and Communication (BCC) Advisor will be responsible for designing, implementing, and evaluating communication strategies aimed at driving behavioral change within target communities. The Advisor will work closely with project staff, community stakeholders, and partners to develop culturally sensitive and contextually appropriate messaging and interventions. As part of the program implementation team, the BCC Advisor will ensure high quality, and visibility of work for promoting and sustaining risk reduction methods among most at-risk populations. S/he will build and maintain relations between the project, the media and the public. The Advisor will work cooperatively and collaboratively across the organization and stakeholders to produce, track, and/or distribute communications products, and draft a range of communications materials for various audiences and purposes.
The BCC Advisor will collaborate closely with the Senior Management Team (SMT) on resource mobilization, including the development of concept notes and the identification of potential funding opportunities.
This position will be based in Islamabad with frequent traveling (50%) to Sindh.
Job Responsibilities and Tasks
1- Develop Communication Strategies and Content (35% of time)
- Develop comprehensive behavioral change communication strategies aligned with project objectives and target audience demographics.
- Conduct formative research, including audience analysis and perception studies, to inform the development of evidence-based communication strategies.
- Identify key behavioral barriers and enablers and design interventions to address them effectively.
- Apply Social Norms Checklist on harmful social norms that act as barriers to positive behaviours and outcomes and thus the context in which norms operate.
- Work closely with local communities, stakeholders, and partners to ensure that messaging is culturally appropriate and effectively delivered.
- Design and oversee the production of multimedia communication materials, including print, audio, video, and digital content, tailored to diverse audiences.
- Ensure that all communication materials are culturally appropriate, linguistically accessible, and contextually relevant.
- Communicate processes, strategies and outcomes with partners and stakeholders.
- Develop and publish press releases, case studies or business proposals.
- Coordinate events and public appearances for CARE employees and stakeholders.
- The BCC Advisor will collaborate closely with the Senior Management Team (SMT) on resource mobilization, including the development of concept notes and the identification of potential funding opportunities.
- Plan, coordinate, and execute communication campaigns and outreach activities to raise awareness on social issues relevant to the project, and to promote gender equality and empowerment.
- Collaborate with media partners, influencers, and local leaders to amplify campaign messages and reach target audiences effectively.
- Monitor the implementation of BCC activities, collect relevant data, and analyze results to assess the effectiveness of communication strategies.
- Use monitoring and evaluation findings to adapt and refine BCC interventions in real-time, maximizing impact and relevance.
- Engage Forums and ACAs to design Behavioural Change Campaigns that promote social cohesion and non-discrimination and raise awareness on state services and referrals systems.
- Designed to promote key messaging relating to the four main thematic issues within each district. This may include but is not limited to digital storytelling, truck art, poster competitions, theatre, folk literary events and traditional sports.
- Promote reflection on attitudes and behaviours towards intolerance, discrimination and exploitation.
- Support advocacy efforts by raising awareness of behavior change at both community and policy levels, contributing to broader social change.
- Collaborate with project team and partners to integrate behavioral change communication into project activities, ensuring consistency and effectiveness.
- Coordinate closely with technical experts and thematic specialists to ensure that BCC strategies are aligned with project goals and priorities.
- Provide technical guidance and capacity building support to project staff and partners on BCC best practices, methodologies, and tools.
- Conduct training sessions, workshops, and mentoring activities to enhance the BCC skills and competencies of project staff and partners.
- Provide training to field workers, volunteers, and community leaders on how to deliver behavior change messages and engage communities.
- Support advocacy efforts by raising awareness of behavior change at both community and policy levels, contributing to broader social change.
- Prepare regular progress reports, including narrative updates and quantitative indicators, in accordance with donor and CARE reporting requirements.
- Document successful BCC approaches, case studies, and lessons learned to inform future programming and policy advocacy efforts.
- Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
Required
Bachelor's degree in communications, social sciences, or a related field.
Desired
Master's degree in communications, social sciences, or a related field is preferred. Professional certifications in different design softwares will be an added advantage.
B) Experience/ Technical Skills
- Overall 12-15 years of experience with minimum of 5-7 years of experience in designing and implementing behavioral change communication interventions at similar level role with an INGO or UN agency, preferably in ares of GBV, early child marriages, or related issues.
- Strong understanding of gender dynamics, cultural sensitivities, and socio-economic factors influencing behavior change in Pakistan.
- Ability to travel frequently to project sites within Pakistan.
- Proficiency in English and Urdu. Excellent communication, facilitation, and networking skills.
- Proficiency in regional languages preferred.
- Working experince with international donors (USAID, FCDO, EU, DFAT), particularly FCDO, and familiarity with their reporting and compliance requirements is desirable.
