About the Organization: Pak Mission Society (PMS) is a national relief and development organization established in 2004 and registered on 13 February 2008 under the Societies Registration Act XXI of 1860 at the Office of the Provincial Registrar Joint Stock Companies & Societies, Peshawar, Khyber-Pakhtunkhwa, Pakistan.Pak Mission Society was initiated by a group of Christian professionals whose collective vision was to bring hope and love by responding to human suffering and disasters through emergency relief efforts and delivering long-term rehabilitation and development programs.Pak Mission Society was established to reach and serve unreached and underprivileged communities regardless of race, gender, ethnicity, class, religion, and social background.The organization aims to catalyse holistic transformation and development through relationships based on dignity and respect and the transparent, fair, rights-based allocation of relief and development resources.Since its inception, Pak Mission Society (PMS) has focused on working with communities in Pakistan’s most difficult-to-access and impoverished areas such as District Kohistan and District Shangla in the north of Pakistan, District Sanghar in Sindh, District Rajanpur in Punjab, District Peshawar in KP and District Lasbella in Balochistan.
Job Summary: Improving the quality of PMS program through maintaining efficient and effective monitoring systems and local mechanisms to improve accountability, improving internal information flows. Major role of the position is providing field-based program support on M&E. This position will be the technical lead and owner of PMS field program results-based monitoring in all projects and will contribute analysis of monitoring to support effective programming and documentations of lessons learned. Act as information focal point ensuring information flow between the different units, and between location and PMS Islamabad Offices.
Job Responsibilities:


Monitoring - 50%

• Lead the implementation of the projects M&E plan including project reviews, participatory impact assessments, process monitoring, output monitoring through field visit, meetings and desk review.
• Properly follow-up with project manager and area manger to implementing the monitoring findings in projects.
• Support to HOD MEAL in establishing and managing the M&E Plan for the projects with clear goals, outcomes, outputs, inputs, processes, indicators, data needs and sources, and reporting formats and frequency, for effective monitoring, reporting and updating progress.
• Design the project ITTs timely and review it on monthly basis. Development of data collection tools for routine data collection and evaluations.
• Ensure the documentation of project activities at field level.
• Prepare and submit field monitoring visit report, monthly, quarterly monitoring reports of all projects. Review the project ITTs and share the regional projects consolidated ITTs timely with MEAL HOD.

Reporting & Coordination – 10%

• Review the project progress reports according to the donor requirements on monthly, quarterly, semi-annual and annual basis and provide updates of progress status and keep Project Leadership informed of the same and of any need or issues arising related to M&E.
• Strongly coordinate with other MEAL team member, Project Managers, Field teams and collect, verify and update the information

Data Management - 15%

• Lead in designing the project database at field level to ensure the storage of all project related information in hard and soft files. Timely share the project related information with MEAL HOD

Evaluation and Learning and Institutional Knowledge Building - 15%

• Supporting HOD MEAL to design different studies.
• Supervising the implementation of study designs at the field level.
• Capture project lessons-learned at field and develop case studies. Supporting HOD MEAL to organize learning events at national office and project site.

Accountability - 5%

• Ensuring Project teams are oriented on the program accountability framework.
• Ensuring complaints and feedback is addressed in compliance to PMS accountability framework requirements and community complaints and feedback is documented properly.
• Ensuring aspects of accountability as guided by program accountability framework are addressed in monitoring.

Other task assigned by supervisor - 5%

• The duties listed above covers most of the task that would be performed by the individual in this position; however, the HOD MEAL can be assigned any other official tasks when required.

Job Specifications:
Education:

• Master’s degree/University degree in any of the relevant field - rural development, Economics, Statistics and Development studies.
  
  

Work Experience:

• At least 5-6 years of experience in management of monitoring and evaluation of humanitarian relief or development projects

Skills and Competencies:

• Experience in analysis and reporting. Critical analysis and deep understanding of complex issues.
• Fluent in English and Urdu
• Ability to travel to the field. Work experience in complex emergency/rehabilitation settings/development programs. Travel to urban and rural areas including underdeveloped areas. Travel up to 50%
• Familiarity with data management software (MS Office, MS Excel, SPSS, Kobo Toolbox etc.) desirable
• Knowledge of the geographical location and cultures
• Understands and values diversity and maximizes diversity to achieve organizational goals
• Proven experience in implementation of monitoring and reporting systems and quantitative/qualitative data collection techniques.
• Strong commitment to PMS vision, mission and core values
• Strong communication and negotiation skills with ability to express ideas and concepts clearly and persuasively with internal and external stakeholders
• Ability to write and edit reports and work effectively under pressure
• Ability to influence team and balance varied expectations of monitoring system.
