Under the leadership and guidance of the Deputy City Treasurer, the Chief Accountant is a responsible professional managerial individual that oversees the accounting team members to ensure the accomplishment of assignments, projects, and programs of the department. Establishes financial, administrative, and departmental policies and attainment of desired objectives through conferences and review of reports. Executes duties utilizing strong financial analytics and reporting background and executes independent judgment on technical accounting and problem solving. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Plans, organizes, reviews, and executes accounting and financial programs and projects.Provides overall management and performance of the general duties of their assigned team members.Assists with the City's annual audit and prepares the statistical and MD&A sections of the Annual Comprehensive Financial Report.Reviews and assists as needed with capital asset accounts reconciliation process.Grant reconciliation assistance with reporting and general ledger.Interacts and communicates with team members, department leaders, immediate supervisor, and other departments on a wide variety of accounting matters.Prepare and review journal entries.Reconciles general ledger accounts.Analyzes problems, completes assignments, and prepares reports documenting findings and solutions to problems.Reviews calendar year end tax Form 1099s.Reviews all financial transactions as assigned via workflow.Completes special assignments as assigned. Performs other duties as assigned.KNOWLEDGE, SKILLS AND ABILITIESWorking knowledge of professional accounting principles and practices, office management, and governmental accounting.Thorough knowledge of financial analysis techniques.Thorough knowledge and understanding of the operations of computerized accounting systems.Thorough knowledge of applicable Federal, State, and City laws and regulations relating to departmental operations.Thorough knowledge of supervisory principles and practices.Knowledge of departmental, legal, administrative, and procedural regulations.Knowledge of the principles and practices of modern office administration.Ability to carry out complex verbal and written instructions.Ability to communicate clearly and concisely, verbally and in writing to groups and individuals.Ability to establish and maintain effective and cooperative working relationships with team members, supervisors, departmental officials, officials of other agencies, and the public.Ability to train, supervise and review the work of entry or supporting level accounting and administrative team members Ability to prepare required reports accurately and in a timely manner.Ability to work with minimum supervision.Strong Knowledge of Microsoft Office products (Word, Excel, Power Point and Outlook).Desire and ability to independently learn third party software.

EXAMPLE OF DUTIES
Bachelor's degree in Accounting or related field.Five (5) years progressively responsible professional experience managing financial activities to include the preparation of monthly financial reports, accounting, budgeting, financial analysis, and grants.Two (2) years of supervisory experience.Three (3) years of professional governmental accounting experience.Certified Management Accountant (CMA) A preferred.Certified Public Accountant (CPA) preferred.A comparable amount of training and/or experience may be substituted for the minimum qualifications.PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by the team member to successfully perform the essential functions of this job.
