JOB
This position functions under the general guidance and leadership of the Director of Parks, Culture and Recreation. This is a leadership, management and supervisory position responsible for complex and specialized construction, maintenance, repair and operational work performed by the Parks, Culture and Recreation Department. This includes work in the routine day to day construction, maintenance, repair and operation of various City properties including City parks, gateways, recreation areas/building, fields, courts and other recreation related areas. Support of other leaders in the development and logistics as it relates to cultural and community events is a key role in this position. This position is responsible for the coordination and accomplishment of multiple capital improvement projects through the Parks, Culture and Recreation area utilizing current team and contractors. This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade).ESSENTIAL DUTIESTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ensure achievement of goals, objectives, work plans and schedules.Plan, organize and inspect the work assigned to the team including special events coordination and support.Organize and train team members in a department including as it relates to safe operation, laws, efficiency and specific skills necessary for the success of the team. Supervises the maintenance of all parks and recreation facilities. Oversees all park and field landscaping, fertilization, maintenance and beautification. Oversees all sports field preparation and painting, including seasonal replanting and winterizing.Schedules and provides job assignments to team members including crews of varying sizes and skills. Establishes or adjusts work procedures to meet schedules. Facilitates access to department properties and clubhouses and sports field users through resourceful staffing. Performs jobsite inspections to ensure safe working conditions and procedures and instructs workers in safe work habits in a manner compliant with all Federal, State and Local regulations. Ensure OSHA standards for health and safety are enacted and upheld in all workplaces and department facilities to safeguard team members. Maintains active list of Safety Data Sheets (SDS) to safeguard occupational health and protect team members. Manages hazardous material handling and disposal on properties.Determines equipment and material needs, requisitions materials and supplies for projects and coordinates team members and contractors. Ensures and coordinates maintenance and repair of equipment inventory, including routine maintenance. Tracks equipment maintenance, repairs and inventory.Assists in preparation, monitoring and status of budget.Communicates and coordinates work in conjunction with other departments in a cooperative and team focused approach. Mentors and trains team members to be successful in their careers. Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIESAbility to communicate effectively, both orally and in writing, as well as the ability to carry out oral and written instructions.Ability to exercise independent and team cohesive decisions in accordance with department policies and plans.Outstanding project management and organizational skills.Knowledge of the methods, practices and procedures used in grounds maintenance and irrigation functions.Knowledge of the use and maintenance of modern construction equipment, machinery, tools, etc Knowledge of plants, pesticides, grasses, fertilizers and the requirements of their maintenance, application and training. Skills in administrative functions including ability to write utilizing standard business English. Ability to establish and maintain effective, cooperative, team focused and cooperative working relationships with team members, leadership, elected officials and the general public. Knowledge of the NPDES permitting process and compliance recordkeeping.Knowledge of equipment used in grounds maintenance operations, including hydraulically operated excavation equipment, graders, front end loaders, dump trucks, excavators, mowing machines, construction and automotive equipment, etc...Knowledge of the occupational hazards and safety precautions of the work to ensure facilities and workplaces meet OSHA standards. Knowledge of Maintenance of Traffic (MOT) and work zone safety.Ability to plan, schedule and supervise the work of others in a manner conducive to effective work performance and high morale.Ability to exercise judgment and initiative in interpreting and carrying out written/oral instructions, which may be general in nature. Ability to learn and utilize third party software in an independent and successful manner.Knowledge in Microsoft products including Word, Excel and Outlook.Ability to obtain FEMA National Incident Management System certifications.

EXAMPLE OF DUTIES
Graduation from high school or possession of an acceptable equivalency diploma.
