This position functions under the general guidance and leadership of the Public Works Director. This is a leadership, management and supervisory position responsible for complex and specialized construction, maintenance, repair and operational work performed by the Street Maintenance Division of the City's Public Works Department. This includes work in the routine day to day construction, maintenance, repair and operation of streets, sidewalks and storm drainage at City facilities, infrastructure and related public works projects.This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade).ESSENTIAL DUTIESTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Performs as the supervisor of the Street Maintenance Division Assistant Superintendent charged with supervision of respective Foremen.Plans, directs, assigns, inspects, approves and supervises the work of equipment operators and maintenance workers engaged in construction, maintenance and repair projects. Assigns priorities to work projects. Transfers workers from one project to another as workload changes. Coordinates the use of available equipment to obtain maximum utility and convenience. Checks each project for progress and conformance to work plans. Makes changes in work plans when necessary. Furnishes cost estimates for proposed construction or repair jobs.Resolves complaints from the public concerning City maintenance problems in a courteous, friendly and customer focused manner.Assures time and work records are maintained as required including preparation of reports. Supervises office functions and activities.Requests, receives and reviews quotes for new tools, equipment and services.Attends and actively engages in meetings whether in office or field settings while keeping necessary records and reporting of meetings. Requests and reviews quotes for new tools, equipment and services.Prepares budget request and manages budgets after they are finalized and approved.Directs, organizes and implements maintenance activities of the division.Oversees the proper training of team members on a new and ongoing basis. In coordination with the HR Department, supervises the CDL training program including training logs for employees in the program. Makes recommendations regarding testing readiness for team members. Interviews and recommends applicants for hiring. Mentors team members to provide a clear career path for each position and person. Promotes and initiates corrective action for poor performance and behavior. Coordinates with HR and the Director of Public Works regarding disciplinary action.Provides support to other Departments and Divisions within the City Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of the current road and storm construction and maintenance methods. Knowledge of the use and maintenance of modern road construction equipment, machinery, tools, etc. Skills in administrative functions including ability to write utilizing standard business English. Knowledge of local and state environmental requirements as related to right-of-way, streets and storm drains.Knowledge of the occupational hazards and safety precautions peculiar to these kinds of work.Knowledge of effective and team focused leadership skills and techniques.Ability to establish and maintain effective, cooperative, team focused and cooperative working relationships with team members, leadership, elected officials and the general public. Ability to focus attention and implement effective safety protocols and programs for team members.Ability to plan, schedule and supervise the work of others in a manner conducive to effective work performance and high morale.Ability to exercise judgment and initiative in interpreting and carrying out written/oral instructions, which may be general in nature. Ability to read and understand plans and specifications as well as develop or write them.Ability to plan, lay-out and supervise effective preventative maintenance, service request and work orders within the City Works Software platform. Ability to prepare clear and concise reports and maintain required records.Ability to independently learn third party software in an effective manner.Knowledge in Microsoft products including Word, Excel and Outlook.

EXAMPLE OF DUTIES
Graduation from high school or possession of an acceptable equivalency diploma. Eight (8) years progressively responsible public works experience, preferably at the local government level. Four (4) years of experience in a supervisory/managerial capacity.Valid Driver’s License.A comparable amount of training and/or experience may be substituted for the minimum qualifications.PHYSICAL DEMANDSThe physical demands described here are representative of those that must be met by the team member to successfully perform the essential functions of this job.
