The World Wide Fund for Nature (WWF) is implementing the No Plastic in Nature initiative–a global approach to address plastic pollution which aims to stop the flow of plastics entering the open environment by the year 2030. Under this initiative, a project called Plastic Smart Cities–TV Action is implemented in four Southeast Asian countries including the Philippines. The project intends to achieve a 30% reduction in plastic waste leakage from city-generated waste into oceans in 2025. The project is aligned with the PSC framework which covers the declaration of intent, baseline assessment, city action plan, implementation, and monitoring and evaluation.

The project has four outcomes: 1) City authorities have committed to becoming Plastic Smart Cities and are implementing and action plan, 2) Reduced use of key plastic products, 3) Increased proportion of households with access to basic waste collection services, 4) Increased city recovery rate for plastics. Interventions include various activities such as awareness-raising campaigns, baselining, stakeholder engagement, piloting of entrepreneurial solutions, support for the Materials Recovery Facility (MRF), and policy implementation.

In 2021, the project conducted a comprehensive baseline study, to inform the project activities of the project, using the methodologies of Waste Analysis and Characterization Study (WACS), Waste Wise Cities Tool (Wa CT), and Waste Flow Diagram (WFD). With the upcoming completion of the PSC-TVA in the City of Manila, an endline assessment must be conducted to determine the impact of the project interventions in the city with regard to the reduction of plastic waste leakage.

WWF seeks to engage a consultant (hereinafter “the Evaluator”) to conduct an endline assessment with a narrative report for the TV-Action project conducted from 2021-2024 in the city of Manila.

The primary goal of this engagement is to conduct an endline assessment to leverage primary and secondary data on the municipal solid waste management system in Manila City, with specific emphasis on the Project’s priority barangays as identified by WWF Philippines.

This assessment will analyze both primary and secondary data related to the municipal solid waste management systems in the city, comparing the findings to the baseline study completed in 2021. The methodologies employed will include the Waste Analysis and Characterization Study (WACS) tool, the Waste Wise Cities Tool (Wa CT) and the Waste Flow Diagram (WFD).
