Organizational Setting and Reporting Relationship
The position of Regional Cooperation Specialist is assigned to the Regional Cooperation and Integration Unit (SERC) within the Southeast Asia Department (SERD). You will be based at our Headquarters in Manila, Philippines.
You will report to the Regional Head, SERC and will oversee National and Administrative staff.
Your Role
As a Regional Cooperation Specialist, you will deliver a variety of assignments to help develop regional cooperation strategies and continuous improvement of regional cooperation programs within broad policies and goals. You will take the lead in the development, processing, and implementation and administering of technical assistance (TA), analytical work, knowledge sharing and other projects in regional cooperation and integration related areas, and oversee staff and consultants.
You will:
- Support the promulgation of ADB innovations, initiatives, and solutions in the Regional Cooperation and Integration sphere in Southeast Asia, including ADB’s work with and support to the Association of Southeast Asian Nations (ASEAN), and subregional cooperation programs including the Brunei Darussalam—Indonesia—Malaysia—Philippines East ASEAN Growth Area (BIMP-EAGA), and Indonesia—Malaysia—Thailand Growth Triangle (IMT-GT). Support programs and mechanisms especially for BIMP-EAGA and IMT-GT through conducting dialogues, organizing meetings and workshops and other related events.
- Leads BIMP EAGA/IMT-GT/Greater Mekong Subregion (GMS) (B-I-G) capacity building trainings and events, for government officials, organizing and coordinating the program with a focus on regional cooperation and integration related matters.
- Coordinate with resident missions and sector groups for consistency of approach, exchange of experiences, and continuous improvement of practices in regional cooperation programs.
- Undertake the development of regional cooperation strategies, and mainstream regional cooperation dimensions in the country partnership strategies and project pipelines of DMCs.
- Identify, design, process, and administer technical assistance (TA) projects in the regional cooperation and integration related areas, with moderate to high levels of risk and complexity. Facilitate co-financing of priority technical assistance.
- Participate in the regular coordination and exchange of information with other international, multilateral, and bilateral agencies and counterparts in Developing Member Countries on regional cooperation and integration issues.
- Serve as a focal point for the department on regional issues to ensure that the TAs are consistent and complementary.
- Take the role of team leader to develop capabilities and potential of reporting staff. Track the performance of reporting staff providing clear direction and regular monitoring and feedback on performance. Ensure the ongoing learning and development of reporting staff.
- Perform other responsibilities that may be assigned and as reflected in your workplan
Qualifications
You will need:- Master’s degree in economics, Political Science, Development Management, Business Administration, Public Policy or other related fields. University degree in those fields and at least 5 years specialized experience relevant to the position can be considered
- At least 8 years relevant experience in communications, development planning and policy formulation, implementation and coordination in a professional capacity. International experience working in several countries.
- Ability to apply expertise within a specific area, or range across multiple areas with in-depth knowledge within one area.
- Ability to use and share relevant knowledge to benefit the broader ADB community
- Ability to act as a coach and mentor to the more junior colleagues and work collaboratively with stakeholders within and outside the organization
- Excellent written and verbal communication skills in English

Additional Information
ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
