Organizational Setting and Reporting Relationship
The position of Senior Energy Specialist is assigned to the Energy Sector Office (SG-ENE) within the Sectors Group (SG). SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.
SG-ENE leads ADB’s energy sector operations. The office manages policy development, oversight of strategy implementation, knowledge management, budget management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the energy sector. SG-ENE is also responsible for implementing ADB corporate initiatives: the Energy Transition Mechanism (ETM) and partnering with the G7 countries on the G7-led Just Energy Transition Partnership (JETP) programs, in select countries.
You will be based at our Headquarters in Manila, Philippines.
You will initially be assigned and report to the designated Director, SG-ENE responsible for the East, Central and West Asia region and will collaborate closely with colleagues from the RDs. You will oversee National Staff (NS) and Administrative Staff (AS).
Your Role
As a Senior Energy Specialist, you will formulate and articulate energy sector policy and strategies, engaging DMC governments in policy dialogue, and conducting ADB’s activities to support sector policy reforms, with particular responsibility to identify opportunities for energy transition, in line with ADB’s 2021 Energy Policy (2021). You will lead the identification, development, processing, and implementation of investment and TA projects and non-lending products and services (NLPS) in the energy sector (including climate change mitigation projects) that contribute to ADB’s goal of reducing poverty. You will oversee and ensure the quality of project development, implementation, administration and overall results for loans, TA projects, and NLPS in the energy sector. You will build effective partnerships with other departments such as Climate Change and Sustainable Development Department, Office of Markets Development and Public-Private Partnership, and Private Sector Operations Department, and the RDs, and with cofinancing units to deliver value-added services to the DMCs.
You will:
- Lead the development of policy and strategies in the energy sector for sustainable and low carbon development in the DMCs, in consultation with relevant government agencies and resident missions in the region. Collaborate with other sector offices and departments in ADB to propose integrated solutions in response to DMC needs.
- Conduct policy dialogue to assist governments to undertake energy sector reform.
- Lead the preparation, processing, and administration of sub-regional and DMC specific loan, grant, and TAs in the energy sector with due attention to country’s development policies and projects’ impacts on climate change.
- Lead the development and design of new lending projects and programs in the energy sector.
- Provide guidance, advice, and comment on energy sector issues in the initiation, development, processing and administration of loans, grants, and TAs. Propose appropriate contract modalities and leads discussions on procurement issues including review of bidding documents, bid evaluation reports, and consultant recruitment.
- Ensure key technical, economic, financial, and cross-cutting issues are incorporated into projects.
- Guide and lead the team’s Energy Specialists in their work with governments to identify investment opportunities in clean energy including through the utilization of special funds supporting climate change mitigation.
- Closely coordinate with RDs, RMs, Office of Safeguards, and Climate Change and Sustainable Development Department in identifying, developing, implementing, and administering loans, grants, and TAs for the energy sector.
- Oversee/ensure quality and compliance of lending and non-lending products and operations with respect to energy policy and strategies.
- Identify the priority areas in the energy sector in the region/countries assigned, undertake upstream and analytical work, and propose the modality and nature of the required loans and TA support.
- Develop and maintain strategic partnerships with external partners for knowledge and project opportunities. Respond to external inquiries as needed.
- Contribute to internal and external training and conferences on climate change, clean energy and other relevant activities for advocacy, dissemination, and knowledge sharing.
- Create and lead multidisciplinary teams and ensures the overall quality of its work.
- Lead, supervise, and support reporting staff, including their performance and development.
- Ensure the ongoing learning and development of reporting staff. Mentor junior staff and support their learning and integration into SG-ENE and SG in effective ways.
- Perform other duties as assigned and reflected in staff’s workplan.
Qualifications
You will need:- Master’s degree or equivalent in engineering, science, economics, finance or business administration, or related fields; or University degree and at least 5 years of specialized experience relevant to the position can be considered.
- At least 10 years of relevant professional experience in energy, preferably with at least 5 years in a senior position in power utilities and climate change fields.
- Credible expert in field of expertise with recognized ability to lead projects and share relevant knowledge to benefit the broad ADB community.
- Significant expertise within a specific area of ADB's operations (economic, sector, or thematic), or breadth across multiple areas with in-depth knowledge within one area.
- Demonstrated team leadership or managerial skills and experience leading professionals, teams, and missions for technical matters and projects processing/implementation.
- Excellent written and verbal communication skills in English.
- International experience working in several countries.

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
