Tender Planning Manager

Educational Background:
  • Bachelor’s degree in Engineering, Construction Management, Business Administration, or a related field.
  • Additional certifications or training in Project Management, Construction Contracts, or Quantity Surveying would be advantageous.
Work Experience:
  • 10 years of experience in tendering, bid management, or project management within the construction industry.
  • Strong familiarity with construction projects, including engineering, procurement, and contract management processes.
  • Proven experience in preparing and managing bids, proposals, and contracts for large-scale construction projects.
Technical Skills:
  • In-depth knowledge of tendering processes, cost estimation, and contract management.
  • Ability to understand and assess technical drawings, specifications, and project execution plans.
  • Proficient in project scheduling and cost analysis tools (e.g., Primavera, Microsoft Project, or similar software).
Competencies:
  • Strong analytical and risk assessment skills.
  • Excellent coordination and communication skills to liaise with multiple departments (Engineering, Procurement, Legal).
  • Ability to build profit and loss scenarios and assess the financial feasibility of projects.
  • Familiarity with construction safety standards and quality management practices.
Soft Skills:
  • Strong leadership and decision-making capabilities.
  • Ability to negotiate with clients, vendors, and subcontractors.
  • High level of attention to detail and organizational skills to manage multiple bids and timelines.
Industry Knowledge:
  • Solid understanding of Philippine construction laws, permits, and regulations.
  • Familiarity with local suppliers and market rates for construction materials and services.
Key Responsibilities:
  • RFQ Review & Risk Assessment: Analyze customer requests for quotation (RFQs), identify risks, and propose risk mitigation strategies.
  • Bid Preparation: Coordinate with various departments (Engineering, Estimating, Procurement, Legal) to compile competitive and accurate bid proposals.
  • Project Viability: Evaluate the financial, technical, and operational feasibility of projects and make recommendations to proceed or decline.
  • Cost Estimation: Build profit and loss scenarios, ensuring competitive and profitable bids.
  • Client Coordination: Arrange site visits and meetings with clients for bid clarification and coordination.
  • Proposal Presentation: Lead the tender review process, present proposals to senior management, and address client inquiries.
  • Compliance & Quality: Ensure all bid documents meet internal procedures, quality standards, and client requirements.
  • Post-Submission: Manage post-submission clarifications, customer presentations, and project turnover to operations.
