BACKGROUND ON IMPACT AND REACH
REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.
IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.
We are currently looking for a REACH Assessment Specialist to coordinate REACH Global Programmes CCCM portfolio:

FUNCTIONS
Under the supervision of the REACH Public Services, Markets and Infrastructure Unit Manager, the Global CCCM (Camp Coordination and Camp Management) Assessment Specialist is responsible for the development of the organization’s CCCM portfolio. This includes improving the quality of the CCCM programmes across the REACH country missions, by providing technical guidance, programmatic guidelines, advise and backstopping support to country teams. The CCCM Assessment Specialist will work closely with country teams to identify issues and gaps in the CCCM country programmes and support them in addressing the same issues and gaps. Additionally, the CCCM Assessment Specialist will contribute towards consistently strengthening IMPACT’s research approaches and/ or programmatic workstreams for their topic or context of expertise, through consolidation and sharing of lessons learned. They will be responsible for managing IMPACT’s internal CCCM Community of Practices (Co P) and for the capacity building in CCCM both at the country and global level, through mentoring and ad-hoc training when needed. The CCCM Assessment Specialist will be also responsible of strengthening the engagement and collaboration with the Global CCCM Cluster and supporting the country teams in having positive collaborations with the Country Cluster Finally, through their research and analysis work, they will also contribute to longer-term knowledge production for their topic or context of expertise, within the humanitarian sector and/ or wider social research community e.g. through external engagements and presentations, contributions to available literature, etcThe ideal candidate would have i) at least 5 years of experience in humanitarian settings; ii) 2 years at least specifically in fields related to Camp Coordination and Camp Management and/or Settlements in role of assessments and analysis; iii) experience in engaging with external stakeholders; iv) experience in developing analytical framework, severity index, prioritization; v) familiarity with spatial analysis (GIS) and use of statistical software such R/STATA, is an asset but not essential; vi) willingness to travel at least 30% of their time to remote duty stations.
RESPONSIBILITIES
Improve scope and quality of REACH CCCM portfolio-
Provide technical review, advice and support to country missions with CCCM activities, ensuring that the country programmes are implemented in adherence to global standards.

Support country missions to develop their own CCCM portfolio through linkages with other mission examples, mentoring and advise. Contribute to technical review of CCCM project proposals both at the country and global level.

Ensure that clear and up-to-date CCCM guidance documents, tools, templates are available on the IMPACT Intranet.

Systematically build the capacity of REACH staff in CCCM standards and practices throughout training design and delivery; manage and foster the CCCM community of practices; support in identifying key external training and facilitate the enrolment of REACH staff when possible.

As necessary, provide surge support to countries for primary data collection, training or other purposes related to the work of REACH CCCM.

Continuously engaging with other REACH Global Programmes Units to ensure collaborations across workstreams. Particularly, the CCCM Assessment Specialist will liaise with the AGORA and Area Based Assessments Unit, Accountability and Inclusion Unit, Remote Sensing Unit to foster a holistic approach of REACH programmes targeting people living in sites and to build a common language of REACH contribution to the Durable Solutions dialogue.

Strengthening the engagement with the Global CCCM Cluster co-lead agencies (UNHCR and IOM): the Assessment Specialist will be expected to work closely with the Information Management Officers (IMOs) of the two leading agencies.

Collaborate with the Global CCCM Cluster IMOs in developing analytical frameworks, tools, guidance relevant for the CCCM country clusters and practitioners.

Participation and support to country missions in their engagement with Country CCCM Clusters, when needed.
- Proactively disseminate research findings to global partners and external stakeholders, including presentations and briefing sessions, to enhance their use and findings within the relevant contexts to inform decision-making.

Representing REACH to relevant workshops/meetings and supporting the expansion and the development of relationships with relevant academic institutes, Specialists, clusters, UN agencies, donors, NGOs, etc in coordination with PSMIU Manager.
REQUIREMENTS

Academic: Excellent academic qualifications, including a Master degree in relevant discipline;

Years of experience: 5 years of relevant working experience in humanitarian settings in a research/assessment position. At least 2 years of relevant working experience in CCCM / settlements related positions are a strong asset.

Research skills: Excellent research and analytical skills; including a sound understanding of sampling framework and their application; ability to analysis large datasets. Experience with both quantitative and qualitative data analysis methods and in producing clear and effective research outputs. Experience in developing analytical framework is a strong asset.

Software skills: Proven knowledge of Microsoft office including Word, Excel, and Power Point. Knowledge of Statistical software (R, STATA) and spatial analysis software (Arc GIS, Q-GIS) is an asset but not essential.

Training skills: proven experience in conducting training and capacity building for teams and partners in assessment methods.

Communication/reporting skills: excellent communication and drafting skills for effective reporting and external communication.

Level of independence: a self-starter with proven ability to work independently;

External engagement skills: experience in delivering communication / presentations to external audience in clear and effective way.

Language skills: Fluency in English, basic competency in other languages (French, Spanish) an asset.

Security environment: ability to operate in a complex and challenging security environment (when deployed).

Cross-cultural work environment: Ability to operate in a cross-cultural environment requiring flexibility;
Compensation and Benefits
- For this position, gross salary between 6’000 CHF and 6’300 CHF monthly (before income tax).
- Insurance covering professional and non-professional accidents throughout the period of employment with IMPACT
- Health insurance, life insurance and repatriation assistance in case of field visits/temporary deployments
- Enrolment in IMPACT Initiatives Research Foundational Learning Programme within the first 3 months from the start of contract.
- Applicants must hold a valid work permit for Switzerland or be EU/EFTA citizens
- Up to 40% of remote work on a weekly basis
