The RAF Northolt Safety Team is looking for an enthusiastic and motivated individual to fill the role of Deputy Safety, Health, and Environmental Adviser (DSHEA) to assist the Station Safety, Health, and Environmental Adviser (SHEA) in providing both core and resident organisations with advice on Ministry of Defence and AIR TLB (Top Level Budget) HS&EP (Health, Safety, and Environmental Protection) Policies; promoting best practice across the organisation, supporting the effective management of occupational health and safety risks, and providing assurance to senior management.
Suitable applicants will possess good communication and interpersonal skills and will be able to work both as part of the wider Safety Team and independently in assisting the SHEA with overseeing HS&EP across the Station, including: investigating accidents and incidents; recording, interpreting and onward reporting of accidents, near-misses and safety concerns; assisting delivery of the HS&EP audit and assurance programme; supporting annual review of the HS&EP Management Plan; delivering a HS&EP training programme; and periodical reviews of Station HS&EP Policy and other related documents.
You will be expected to have an interest in gaining knowledge and experience of wider HS&EP Management disciplines, including: Control of Substances Hazardous to Health (COSHH), Personal Protective Equipment (PPE) & Respiratory Protective Equipment (RPE), Provision and Use of Work Equipment Regulations (PUWER), Electrical Safety, Permit to Work, Legionella, Maintenance, Construction & Excavation, Asbestos, First Aid, Noise, and Radiation Safety.

Job description
As DSHEA Executive Officer (EO) you will support the Station SHEA Higher Executive Office (HEO) with implementing the Station HS&EP Management System, co-operating with the Station Environmental Protection Officer (SEPO), Establishment Fire Focal Point (EFFP), Station Flight Safety Officer (SFSO), and engaging with a wide range of stakeholders across various Station-level meetings, providing sound advice and support to ensure compliance with the Secretary of State's HS&EP Policy Statement in relation to HS&EP management.
This post provides a unique opportunity to join a busy and dynamic working environment on a complex and diverse RAF flying station, with the associated exposure to a wide range of HS&EP activities offering the chance for the development of a range of knowledge and skills for the right individual.
The post is advertised at 37 hours per week and is intended to be full-time and therefore part-time or job share can only be considered if full-time cover can be achieved.
The successful candidate will be required to:
- Support the Station SHEA by providing RAF Northolt Resident Units, Station Executives, the Ho E, and other personnel with professional advice on Occupational HS&EP for them to meet the HS&EP objectives in the RAF HS&EP Policy.
- Interpret legislation and MOD Policy to support the SHEA with the drafting of Station HS&EP strategies/directives/procedures/team plans and provide appropriate and timely briefings (written & verbal) to the chain of command and stakeholders as required.
- Represent the Team at Station HS&EP Committees and internal and external stakeholder meetings, providing competent advice and guidance to ensure that Station interests are represented whilst informing team members of current and relevant issues and initiatives.
- Provide peer support to Safety Representatives and colleagues and promote a positive HS&EP culture through liaison with the TLB-wide HS&EP community.
- Maintain and develop own competence by identifying relevant development opportunities and retaining memberships of relevant professional bodies where applicable.
- Contribute to the Safety Team HS&EP audit & assurance programme as an audit team member and, where required, fulfil the role of Lead Auditor.
- Provide support on Occupational HS&EP throughout the Station and guidance on statutory/mandatory requirements (COSHH, PPE & RPE, PUWER, Electrical Safety, Permit to Work, Hot Working, Legionella, Noise, Radiation, Maintenance, Construction & Excavation, Control of Contractors, Asbestos, First Aid).
- Support the production of quarterly and annual performance reports, highlighting areas of potential weakness to the Station SHEA for consideration.
- Contribute to the HS&EP Team training programme by developing and delivering awareness briefs and toolbox talks.
- Promote a positive HS&EP culture across the Station by supporting initiatives and regularly engaging with wider Station personnel and relevant stakeholders to share ideas and identify areas of good practice.
An Inner London Weighting Recruitment and Retention Allowance (RRA) of £3250 is available to be paid to staff permanently posted to RAF Northolt.

It is strongly suggested that you familiarise yourself with the Civil Service Success Profiles Behaviours expected at EO grade.
