Job Description
NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Treasury and Payment Services Division is responsible for overseeing all City payment websites, the payment processing of tax returns, property recording forms, parking violation programs, and the collection of delinquent accounts, and oversees the agency’s management of the City’s cash balances and its relationships with banking institutions. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.
Payments, Billing, and Refunds is responsible for processing payments for property taxes and property-related charges, business and excise taxes, and parking and camera violations. The division is responsible for communicating amounts due, maintaining the quality of departmental records, and providing customer service to individuals seeking information on making payments or receiving refunds. Payments, Billing, and Refunds performs account adjustments and responds to refund inquiries from the public.
The Payments, Billing, and Refund Division seeks a strategic and creative leader and problem solver with a proven ability to inspire and motivate teams toward innovative solutions. This role demands a dynamic individual who can cultivate a culture of creativity and continuous improvement within the business unit.
This position is responsible for overseeing and managing a variety of administrative functions within the unit. This role requires strong organizational, communication, and management skills. The ideal candidate will have experience in customer service and vendor relationship management and be able to effectively lead and motivate a team.
As Deputy Director for Property Taxpayer Support, you will play a pivotal role in reimagining our operations, enhancing taxpayer experiences, and ensuring alignment with the Division's strategic goals.
Responsibilities:
Customer Service and Operations:
- Supervise and coordinate the daily workflow of the Taxpayer Support and Solutions unit.
- Provide support and guidance to staff on complex taxpayer inquiries and issues.
- Oversee property tax pay-by-phone operations and payment plan processing.
- Identify opportunities to streamline workflows, eliminate bottlenecks, and optimize resource allocation.
- Serve as project manager and liaison with FIT and multiple vendors to manage PTO technology initiatives.
- Collaborate with other departments to ensure alignment with agency-wide initiatives.
Administrative and Vendor Management Operations:
- Coordinate and manage administrative projects, ensuring timely completion and adherence to project timelines and budgets.
- Oversee budgeting, expense tracking, and financial reporting.
- Develop and implement administrative policies and procedures to improve efficiency and compliance.
- Supervise and mentor administrative staff, delegating tasks, providing guidance, and evaluating performance.
- Oversee vendor contracts, negotiate terms, and monitor vendor performance.
- Foster strong relationships with vendors to ensure timely and quality service delivery.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.

- Knowledge of property tax and related financial systems. - Supervisory experience. - Strong analytical and problem-solving skills. - Attention to detail and accuracy. - Ability to communicate complex technical information to non-technical audiences. - Strong interpersonal and communication skills. - Experience in customer service and complaint resolution. - Ability to manage multiple tasks and prioritize workload. - Knowledge of property tax laws and regulations. - Proficiency in relevant software applications. - Experience with data analysis, reporting and data visualization.

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
