Instructional Program Administrator (Program Manager I)

Main Purpose of Job
The Instructional Programs Administrator plays a crucial role in enhancing the professional development of the State’s procurement workforce by directing the training programs within the Office of State Procurement (OSP). This position involves designing, developing, and implementing high-quality, competency-based training materials and experiences, leveraging instructional design expertise and technology to create impactful learning solutions. The Administrator collaborates with stakeholders and subject matter experts to ensure alignment with State requirements, manages quality assurance reviews, and employs data-driven strategies to optimize training delivery and outreach. Additionally, they oversee learning experiences for vendors and suppliers, facilitate workshops and forums, and allocate resources effectively, all while regularly updating leadership on program progress and outcomes. By fostering continuous improvements and promoting ethical procurement practices, the Instructional Programs Administrator contributes significantly to the overall effectiveness of public spending in Maryland.
POSITION DUTIES
Duties to include but not limited to:
  • Develops, implements, and manages instructional programs that align with organizational goals and standards; oversees the design and development of curriculum materials, including learning objectives, strategies, and assessment methods; and conducts regular program effectiveness evaluations, to develop necessary adjustments and improve program quality.
  • Engages with internal and external stakeholders, including subject matter experts, administrators, and community partners to gather input, address concerns, and ensure program alignment; and prepares/presents reports on program performance, progress, and outcomes clearly and effectively.
  • Manages and allocates resources to support program implementation and execution, while providing training and support to instructional staff and other personnel involved in the successful delivery of programs; and monitors/ensures compliance with relevant standards, regulations, laws, and policies by conducting regular quality assurance reviews.

  • Designs and integrates multimedia elements to create high-quality presentations and instructional materials to enhance engagement and facilitate understanding across the organization, including serving as the primary communications arm for OSP and successfully delivering the annual Maryland Procurement Forum.


MINIMUM QUALIFICATIONS
Education: Bachelor’s degree in education, public administration, business administration, or a related field.
Experience: At least 3-5 years of experience in instructional design, program development, education/training, or professional development and adult learning. Experience in developing, implementing, and evaluating training programs or instructional materials. Experience managing teams or projects, including overseeing the development of training initiatives.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

  • Instructional Design Certification, demonstrating expertise in training and development.
  • A master’s degree in a relevant field (e.g., educational leadership, instructional design, public policy).
  • Familiarity with public procurement processes, regulations, and best practices, ideally with at least two (2) years of experience in the procurement sector.
  • Possession of a project management certification (e.g., PMP).
  • Experience in facilitating workshops, webinars, or focus groups, ensuring effective delivery of content and engagement with participants.
  • Familiarity with learning management systems and instructional design software.
  • Ability to assess training needs and evaluate program effectiveness using data-driven approaches.
  • Expert-level skills in MS Power Point or similar presentation programs.
  • Understanding of diverse perspectives and backgrounds when creating inclusive training programs that cater to all participants.
  • Strong written and verbal communication skills for effective training delivery and stakeholder engagement.
  • Proficiency in analyzing training data to identify trends, measure effectiveness, and inform decision-making for program improvements.

  • Proven ability to build and maintain relationships with a diverse range of stakeholders.
