The Team
The mission of the Global Policy & Advocacy (GPA) division is to understand and shape the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, U.S. and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.

The North America Team (NAT) develops and executes policy, advocacy, communications, and government relations strategies to build political support and advance domestic and global programmatic priorities that are funded by, or executed within, the United States, Canada, and the United Nations.

Your Role
The Senior Officer, Artificial Intelligence (AI) Policy Analysis leads the foundation’s efforts to design, develop, and help implement policy & advocacy strategies to advance foundation AI principle aligned policy solutions in support of the foundation’s domestic and global priorities. Reporting to the North America Team Director, you will be a key member of NAT’s senior staff and provide strategic guidance and expertise to further our core mission globally and support AI advancements with the potential to promote greater equity and opportunity for resource-poor communities.
Our ideal leader is well-versed in the AI landscape, including having a deep understanding of AI policy and advocacy field. They are a creative problem solver, thoughtful and trusted partner, and intellectually curious policy analyst with deep expertise and a strong network in the areas of AI governance, with a focus on human-centered AI policy development. You will collaborate with colleagues to help solve important issues in a dynamic environment, while developing a portfolio of investments designed to inform our AI strategy.
  • This position is a 24-month limited term employment based in our Washington D.C or Seattle, WA office. Relocation will be provided.
What You’ll Do
  • Lead the development of a comprehensive advocacy strategy designed to advance the foundation’s perspective on the development and use of artificial intelligence as a groundbreaking tool with the potential to accelerate and scale innovation in areas such as education, disease eradication, agricultural development in low- and middle-income countries, maternal and infant health, and digital finance.
  • Cultivate a set of diverse partners to inform our position and contribute to a broad coalition of voices in support of AI development for social good, helping humans to solve intractable problems in under-resourced communities.
  • Work with staff across the foundation to identify barriers and policy and funding solutions in accord with the foundation’s evolving AI principles and core position on AI.
  • Incorporate identified solutions into a comprehensive advocacy strategy and theory of influence that spans both our U.S. and global geographies as indicated.
  • Guide preparation for regular updates to the team and foundation leadership on the direction and progress of team strategies and investments based on agreed-upon goals and measurable outcomes; also, brief leadership as needed on broader trends and developments in the U.S. and globally, affecting our stance on AI.
  • Create, review, and discuss funding proposals to ensure plans effectively and efficiently support and move program strategies forward towards impact.
  • Prepare and manage large investment portfolio, meeting all required breakthroughs within the foundation’s annual budget cycle, and ensure clear and consistent communications with the leadership of our grantees and vendors.
Your Experience
  • Bachelor’s/Advanced degree in related field with 7+ years of policy and advocacy experience OR equivalent combination of both.
  • Must have at least 5 years policy experience in the tech industry with recent deep experience in AI governance related policy research and development.
  • Established leader in developing synthesizing research into viable policy solutions to solve innovation problems and developing a corresponding long range advocacy strategy to advance the work.
  • Extensive experience in designing and managing multifaceted projects and initiatives and building strong partnerships around issues.
  • Significant knowledge and experience working with policymakers at state and national levels.
  • Demonstrated ability to develop written analysis and reports in response to internal requests and proactively around emerging priorities.
  • Demonstrated success leading and managing change and cultivating strong cross-team relationships in a large, matrixed organization with a diverse array of internal and external partners.
  • Agility to envision new ways to scale tools and solutions to complex and challenging problems.
  • Outstanding writing and editing ability and excellent verbal communication and presentation skills.
  • Strong initiative, analytical skills, organizational skills, and ability to work towards real results within and across teams while remaining adaptable and flexible in an environment with evolving priorities, tasks, and roles and responsibilities.
  • Grantmaking or grant management experience.

  • Ability to work in a hybrid work arrangement from Washington, DC and travel up to 25% of the time.

The salary range for this role is $182,600 to $283,100 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $199,000 to $308,400 USD. As a mission-driven organization, we strive to balance competitive pay with our mission and new hires are typically brought into the organization at a salary range between the minimum and the midpoint salary range. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
