Introduction:
NATO HQ SHAPE Joint Intelligence and Security Division (JISD) and the NCIA are jointly perusing the Alliance Persistent Surveillance from Space (APSS) Programme. This programme serves NATO and the nations and presents an opportunity to enhance and accelerate situational awareness and decision making through a dedicated programme for the access to shared space data and the integration of the data into NATO systems.

The main objective of this statement of work is the maintenance of existing and future NATO JISR architecture products related to the implementation of APSS across the Alliance. The APSS Programme needs a dedicated Intelligence Enterprise expert to deliver necessary products to integration data and services from space into the NATO Intelligence Enterprise (NIE).

Skills, knowledge, experience required:

• A degree in the field of natural/computer science (data, information) engineering, business administration/development or crisis and security management (exceptionally, lack of a university degree may be compensated by a demonstration of the candidate’s abilities and experience track record in the field of intelligence, international security, Space, IMINT, and GEOINT);
• Experience with:
• Alliance Persistent Surveillance from Space-related activities;
• NATO Intelligence Enterprise-related activities.

Desirable:

• Minimum 5 years’ work/military experience in the private or public/military sector;
• Strong and persuasive communication and negotiation skills;
• NATO and/or military experience.

Duties/role:

• Providing products needed to support:
• Development of Alliance Persistent Surveillance from Space (APSS);
• Establishing alignment of purpose between APSS and the NATO Intelligence Enterprise (NIE) stakeholders;
• Joint Intelligence and Security Division (JISD) activity to ensure APSS processes are coherent with NATO Intelligence processes, systems, and services, and that either APSS processes or NIE processes are adapted to or meet the operational requirements to support APSS.
