About this role
In this role you will act as:
  • a Data Protection Coordinator (DPC) for one of the Divisions or Taskforces of the EMA and assist the Internal Controller (Head of Division or Taskforce) to meet their obligations under Regulation (EU) 2018/1725. This role is separated from the supervisory and advisory functions of the Agency’s Data Protection Officer (DPO).
  • a Data Governance Coordinator role for the Agency to assist in the implementation of data governance activities across the Agency in alignment with the EMA Data Strategy.

In this role you will
  • Facilitate the performance of both the Internal Controller’s tasks and responsibilities, and the DPO’s involvement in data protection-related matters, e.g. to identify data processing activities, follow-up on implementation of recommendations from the data protection supervisory authority;
  • Facilitate communication between the DPO and the Internal Controller, where appropriate;
  • Facilitate raising awareness in the relevant Division or Taskforce on data protection compliance and to prevent and reduce personal data breaches and the associated workload;
  • Carry out data protection tasks as delegated to the DPC by the Internal Controller, including as a minimum the following:
    • Transparency obligations (preparation of records and data protection notices),
    • Data protection impact assessments,
    • Personal data breach management process,
    • Handling of data subject requests exercising data subject rights,
    • Perform transfer impact assessments,
    • Review, discuss and agree data processing addendums with vendors,
    • Assist in data protection audits,
    • Answer general questions dealing with data protection matters concerning the Division or Taskforce and liaise with the DPO regarding the most complex requests for clarification.
You will also
  • Coordinate and contribute to the planning and reporting on data governance;
  • Perform delegated activities in accordance with the Data governance work plan as delegated;
  • Facilitate the performance of data governance in line with the work plan, principles and working methodology by supporting staff, data experts, the EMA Data Board and EMRN data governance;
  • Facilitate raising awareness across EMA on the data strategy, data governance and related activities by creating communication and training materials, organise and report on events and activities;
  • Provide support to Data Owners and Data Stewards for understanding and carrying out their duties in accordance with their role descriptions;
  • Carry out data governance tasks as delegated within the data governance function, including as a minimum the following:
    • Maintain plans, coordinate and follow up on activities in the EMA data strategy implementation plan and data governance workplan,
    • Plan, perform and report on delegated data governance activities.
    • Manage the data roles principles and family of role/job descriptions and nominations.
    • Set up and maintain a performance monitoring system for data governance activities.
    • Prepare, organise and execute communication and training events on data governance and related procedures for staff, management and key data roles, including onboardings.
    • Coordinate Data Community agenda including topics, organise meetings, summarise discussions and follow up on actions.
    • Draft principles and procedures on data governance.
    • Answer questions on data governance and maintain the related mailbox.
    • Support the organisation of EMA Data Board and European Medicines Regulatory Network (EMRN) data governance as needed.

General conditions:
1. You enjoy full rights as a citizen of a European Union Member State or Iceland, Liechtenstein and Norway;
2. You have a thorough knowledge of English (at least level C1) and a satisfactory knowledge of another official language of the European Union (at least level B2);
3. You have fulfilled any obligations imposed by applicable laws concerning military service.
Specific condition:
You possess a university degree in Law, Data Science, Business and/or public administration, Data Analytics or other relevant degree of minimum of three years that must have been obtained by the closing date of this vacancy notice.

You will need
Experience
At least 1 year of professional experience in:
  • working with and/or within EU institutions or agencies with main focus on EU data protection law, and/or EU law and/or EU pharmaceutical law;
and/or
  • working with and/or within EU institutions or agencies with main focus on the implementation of legal provisions concerning data, data governance or data management that relate to EU pharmaceutical law and/or the EU legislative framework on data (e.g. Data Act, Data Governance Act, European Health Data Space proposal).

Law equivalent to Master’s degree;
Specialisation in the field of EU data protection law, EU law, and/or EU pharmaceutical law;
University degree equivalent to Master’s degree in Data science, Economics and/or Public administration;
Specialisation in the field of data science and/or data governance and/or data management.


Experience
Professional experience in working with and/or within EU institutions or agencies with main focus on EU data protection, EU law and/or EU pharmaceutical law.
Professional experience in working with and/or within EU institutions or agencies with main focus on the implementation of legal provisions concerning data, data governance or data management that relate to EU pharmaceutical law and/or the EU legislative framework on data (e.g. Data Act, Data Governance Act, European Health Data Space proposal).
Work experience with EU-level networks in the public or private sector area.

Selection process
Only eligible candidates (see eligibility criteria) will be assessed by the selection committee.
Suitability and qualifications of eligible candidates will be assessed against the assessment criteria and competences in different steps of the selection procedure.
Note: Candidates who fail any assessment linked to any Need to Have requirement, Sub-family, grade specific competencies, and Core Competencies at any stage of the process are disqualified, despite getting points on other criteria.
Before the start of the selection procedure, it is decided which criteria and competences will be assessed at each stage of the process. Certain criteria / competences will be assessed / scored only for shortlisted candidates during interviews (and/or tests). Shortlisting
In order to allow the selection committee to carry out an objective assessment of all candidates in a structured way, as part of their application, all candidates must answer the pre-defined set of questions based on Need to have criteria and sub-family competences.
The Selection Committee will therefore assess eligible candidates using the information provided in the responses to those questions and in their application. When answering a question, you should include all relevant information, even if it is already mentioned in other sections of your application form.
To carry out this assessment, each of your responses will be awarded points (0 to 10). The points are added up to identify those candidates whose profiles best match the duties to be performed as advertised in the vacancy notice.
Only the candidates with the highest total marks at the shortlisting stage will progress to the next stage. The Selection Committee will decide to limit the number of candidates invited to the next stages. Assessments
Next steps of selection may include a preliminary assessment. Most assessments will be conducted remotely (i.e. Webex/Teams, remote test, etc.). All assessments are based on the assessment criteria listed in this vacancy notice.
Shortlisted candidates will participate in personality assessments (e.g. SHL occupational personality questionnaire OPQ32) to assess their Core Competencies (pass score is 26 out of 100 points and above).
Additional assessments, such as cognitive (e.g. deductive reasoning) assessments might also be foreseen as part of the selection process. Furthermore, motivation and overall fit for the job and knowledge of EU relevant to role may be assessed.

Reserve list and/or job offers

The aim of this selection procedure is to create a reserve list of qualified and suitable candidates. Each candidate having reached the final step of the selection procedure will be notified via e-mail whether she/he has been placed on the reserve list, and relevant Talent Pool. Conditions of employment
In principle, the Agency offers a five-year renewable contract. Contracts of a shorter duration may be offered to the candidates.
The successful candidate will be required to relocate to the Netherlands.
