Robert Carr Fund for civil society networksThe Robert Carr Fund, launched in July 2012, is an innovative pooled funding mechanism designed to support global and regional civil society networks worldwide in their response to HIV and to address the needs of marginalized groups. Inadequately served populations, including men who have sex with men, people who use drugs, prisoners, sex workers and transgender people are disproportionately affected by HIV and experience systematic human rights violations due to discrimination, exclusion and criminalization. The Fund aims to strengthen HIV civil society to ensure access of marginalized groups to health, justice and funding.
Donor partners
The contributing donors to the Fund are the governments of the UK, Norway, the Netherlands, and the US, the Bill & Melinda Gates Foundation and Gilead Sciences. The donors and civil society organizations designed the Fund in partnership, which is embodied in the Fund’s governance structures, such as the International Steering Committee (ISC) consisting of both civil society members and funder representatives. As a participatory grant maker, experts from communities themselves, the Program Advisory Panel (PAP), review and make recommendations for funding. Participatory approaches are adopted across the Fund’s strategy development, monitoring and evaluation for learning, amongst other aspects of the Fund.
The Robert Carr Fund is housed within the International Department of Aidsfonds, the Fund’s Fund Agent (FMA). The Aidsfonds’ international department consists of an advocacy team, two programmatic teams (Key Populations and Children, Youth & Women) and the Robert Carr Fund Secretariat. The international work is organized in projects with project leaders responsible for the implementation and budgetary management of their projects.
Program Officer: grant and program management (36 hours)

The Program Officer reports to the Fund Director and focuses on participatory management of a portfolio of grants, building and maintaining productive working relations with the RCF grantees and funders, supports the development and engagement of grantees with monitoring and evaluation for learning, supports the relevant committees of the International Steering Committee (ISC) and acts as project lead for the request for proposals process.Tasks & responsibilities
Grants management
Manage a respective portfolio of around 12 RCF grants both programmatically and financially, including grant management, planning and reporting, due diligence and monitoring visits.
Monitor for risks of corruption, fraud and mismanagement (CFM) in collaboration with Finance Officers, Aidsfonds finance department and the Fund Director, to prevent and manage CFM cases;
Liaise with RCF donors to ensure timely compliance with donor reporting requirements throughout the grant cycle;
Act as focal point for donors in relation to compliance and resource mobilisation as well as ad hoc queries
Capacity building and learning
Assess grantees’ needs and capacities, propose and implement strategies for the Fund and/or grantees themselves to address them;
Support the facilitation of linking and learning among grantees in both organizational development (e.g. financial management, monitoring and evaluation for learning (MEL), governance etc.) and programmatic areas (human rights, access to health services, resource accountability, sustainability) including contributing to the execution of the RCF impact reflection workshop;
Monitoring and evaluation for learning (MEL)
Support the development and implementation of the Fund’s MEL system and timely development of high quality reports to donors and the ISC;
Project lead the 2024 request for proposal evaluation and systematic documentation of the RFP process, amongst other programmatic core processes
Functie-eisen en profiel
Requirements and competences- Minimum 3 - 5 years of relevant work experience at either national or international level;
- Experience within the not-for-profit sector and/or with a grant-maker/funder/funding mechanism/governance;
- Knowledge of and practical experience with monitoring, evaluation and learning (MEL) of advocacy projects;
- Knowledge of and practical experience of planning and coordination of request for proposal processes;
- Organizational skills, good at negotiating, independently acting with authority at various levels;
- Excellent analytical skills, problem solving and solutions oriented approach to identifying and addressing challenges
- You are fluent in English communication skills, able (or willing to learn) to read and understand Dutch. Communication skills in French, Portuguese and/or Arabic would be appreciated.
- Knowledge of and work experience in Africa and Asia would be an advantage
- Knowledge of and work experience with people living with HIV would be an advantage
- Knowledge of the humanitarian development nexus would be an advantage
- You are based in the Netherlands.

- Hybrid working: work at our office in Amsterdam (Sloterdijk) and/or partly from home. And if you want, you set your own schedule with flexible working hours

- 208 hours of leave on a full-time basis (36 hours). You can buy additional leave through the IKB.
