Senior Programme Officer, Governments and Policy

Summary
The Senior Programme Officer will be a core member of the Subnational Governments and Under2 Coalition team within the Governments and Policy department at Climate Group. They will work directly with the Director to develop and deliver our Subnational and Under2 Coalition strategy that fits into Climate Groups government and policy roadmap.

The role would be directly responsible for expanding the network of sub-nationals and strengthening relationships with existing ones in Climate Groups network. It would also include significant work on engaging them in key global implementation programmes and projects, support policy and advocacy to increase voice and visibility of subnational political leaders.

All this would also lend itself towards greater transparency and driving data and reporting of success stories towards greater climate accountability.

About the role
Three main areas of responsibility include:

Strategic and consistent relationship management
  • Managing relationships and key contacts with European governments of the Under2 Coalition, developing new relationships with member, signatory and prospective Under2 governments;
  • Building the foundation for recruitment of new European governments to the Under2 Coalition including high-level relationships in Ministers offices, member recruitment and engagement activities;
  • Relationship management with key strategic partners such as the Committee of the Regions (Co R) as well as internal relationship, strategy and communication management with the European offices of the Climate Group.

Delivery and programme development

  • Delivering strategy, engagement support to projects and core services;
  • Working closely with the rest of the team to input on strategy both political as well as programmatic, support the delivery of that strategy via events, policy positions and projects;
  • Drive knowledge, intelligence, data and information disclosures through the Under2 Ambition Tracker amongst other sources;
  • The role also includes responsibilities pertaining to the delivery of Under2 Coalition events and meetings in Europe and globally.

Feeding into the global government and policy goals and roadmap of Climate Group

  • Working closely with the governments and policy broader team members to feed into the global roadmap and goals, including coordination and support where need global implementation and policy and advocacy teams;
  • Feeding into fundraising for different global ambition and engagement projects and liaise with funders where the need applies.

Operational responsibilities include ensuring that Salesforce procedures incorporating income, relationship management and project management are adhered to, and that the system is kept up to date as well as internal coordination and communication and liaising with relevant teams to ensure proper and timely dissemination of information, and consistency and complementarity of different projects and work streams.

About you

Essential:
  • Strong knowledge and experience of government and climate policy decision making, relationship building and management as well as technical know-how of decarbonization, adaptation or resilience pathways, policy, and accountability.
  • Knowledge of policy institutional frameworks for example European Commission, understanding of geopolitical blocs such as G7/G20 and other regional groupings.
  • Strong writing and communication skills and ability to produce informative and user-friendly reports and summaries. Strong skills to deliver short presentations to key decision-makers.
  • Experience in supporting delivery of projects and events.
  • Attention to detail and ability to identify and respond to trends and opportunities.
  • Ability to work collaboratively with experience working in an international, cross-cultural and matrix setting.
  • Excellent relationship management and partnership development skills.


Desirable

  • Multilingual ability is a highly desirable attribute for this role.
  • Experience in feeding into fundraising concept notes, bids and proposals.
  • Prior experience feeding into strategy development and thought leadership.

Our location
Youll be based in our Amsterdam office which is in the lively Spaces building overlooking Westerpark. You will enjoy the benefits of flexible and hybrid working: 3 days in the office and 2 days from home to support a healthy work/life balance.

Occasional international travel will be required.

This is a full-time, fixed term position in the team for 1 year, renewable on an annual basis.
