Background

An “effective, inclusive and accountable governance” is crucial to facilitate energy transition and strengthen private sector participation (United Nations Development Program, 2024). A paper by Sareen and Haarstad (2020) underscores the importance of questioning “accountability and legitimacy in energy transitions governance across a diversity of contexts and sectors”. It likewise concludes that decision-making centered on accountability is able to “build equity into processes of systemic change require[ing] instituting strong mechanisms that generate public benefits while legitimating new socio-material infrastructure and practices.” Among the papers cited by Sareen and Haarstad (2020), it outlined the underpinnings of accountable governance, to wit:
  • norms considered legitimate by a wide range of actors;
  • metrics and data that provide knowledge about distribution of goods and services;
  • spaces for negotiations between different levels of authority; and
  • coordination between levels of governance to uphold good governance principles.

A discussion paper by Oxfam outlined elements of accountable governance in the context of resilient development and identified four main themes: 1) governance as a system; 2) equity and inclusiveness/ accountability; 3) connectedness/stakeholder linkages; and 4) process/ behavior of the system. Under accountability, the following are highlighted:
  • participation and representation of all social actors (public and private sectors, civil society)
  • awareness of barriers to participation in decision-making and efforts
  • acknowledgement of power relations and awareness of underlying issues of power and representation
  • acceptance by stakeholders of responsibilities

While there are enabling policies, institutional arrangements and financial incentives already being established for energy transition, these are often found to be favorable to private sector, with local communities correspondingly demanding transparency, accountability and shared benefits (Oxfam, 2022). Recently commissioned research by the Asia Network for People’s Energy (ANPE) reveals that, based on reviewed policies at the ASEAN and country levels, while just transition discussions in the agriculture and transportation sectors mention civil society participation in the process, extent of participation varies, and thus, the need for this tokenistic participation to evolve towards meaningful ones. These underscore the integral role of civil society in institutionalizing mechanisms and systems for accountability and transparency. Oxfam’s research in 2022 also adds that CSOs, social movements and consumers “help define the speed, shape and contours of the energy transition.”

The focus on transparency, (social) accountability and accountable governance research will be helpful to the ANPE, as a regional CSO network and platform, in its role, priorities and initiatives for learning, sharing, safe programming and influencing its targeted stakeholders beyond civil society (e.g. policy and government; private sector and financial institutions) at both country and regional levels. The study will likewise aim to contribute to the growing understanding of the dynamics, elements and relations required for accountable governance for JET and/or just transition.

This research will be executed by an independent researcher, institute, or organization with the relevant experience. The research will also be supported by colleagues from Oxfam Pilipinas, the ANPE, and identified Oxfam country and regional offices. Reviewers from the Oxfam Research Network (ORN) will also be invited to review this TOR and draft reports.

Scope of Work

The Consultant is expected to deliver the following:

1. Inception Report/ Research Plan and Design. This shall include proposed research design, suggestions and details on the research framework and approach, methodologies, processes and adjusted work plan covering initial literature review, data collection, analysis, report drafting, finalization, uptake and stakeholder engagement plan).

2. Initial Draft of the Research Report, with the prescribed outline:

  • Acknowledgements
  • Executive Summary (1-2 pages)
  • Abbreviations and Acronyms
  • Overview/ Introduction
  • Discussion and Findings
  • Conclusion and Ways Forward
  • Annexes
    • Research purpose, questions and methodology
      • Research Objectives
      • Research Questions
      • Research Methods
      • Research Framework, Approaches and Analysis
      • Scope and Limitations
      • Ethical Considerations
    • Glossary (as needed)
  • References/ Notes[1]

3. Final Revised Research Report, that addressed written comments and feedback from Oxfam Pilipinas, peer reviewers from Oxfam Research Network, and partners (as identified by Oxfam Pilipinas; such as ANPE partners, relevant Oxfam country teams).

4. Powerpoint presentation of key research findings as basis for knowledge and communications products. Slides to include information on the updated research uptake and stakeholder engagement plan for future knowledge sharing events where the research may be presented.

: November 2024 – March 2025
